Abstract
Penelitian ini bertujuan mendeskripsikan implementasi penerimaan peserta didik baru dengan sistem zonasi di SMA Negeri 1 Bogor. Penelitian difokuskan pada: (1) Sosialisasi PPDB dengan sistem zonasi; (2) Persiapan pelaksanaan PPDB dengan sistem zonasi; (3) Pelaksanaan PPDB dengan sistem zonasi; (4) Tingkat keberhasilan pelaksanaan sistem zonasi di SMA Negeri 1 Bogor. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi, dengan Informan terdiri dari: Kepala Sekolah, Wakil Kepala Sekolah bidang Kesiswaan, Guru, Kasi Pengawasan Cabang Dinas Pendidikan Wilayah II Provinsi Jawa Barat, Orang tua calon peserta didik, dan calon peserta didik yang mendaftar di SMA Negeri 1 Bogor. Hasil penelitian menunjukkan bahwa (1) Sosialisasi dilakukan secara terstruktur dimulai dari Dinas Pendidikan Provinsi Jawa Barat, sekolah, hingga orang tua calon peserta didik melalui daring dikarenakan masa darurat covid-19 (2) Persiapan dilihat berdasarkan persiapan sumber daya pendukung, komunikasi, sikap pelaksana, dan struktur birokrasi di SMA Negeri 1 Bogor; (3) Penerimaan peserta didik baru dimulai dari pendaftaran secara online, verifikasi data, seleksi/pengolahan skor, rapat dewan guru penetapan hasil seleksi, pengumuman secara terbuka, dan daftar ulang secara luring dengan menerapkan protokol Kesehatan yang ketat; (4) Berdasarkan prinsip-prinsip PPDB yaitu nondiskriminatif, objektif, transparansi, dan akuntabel pelaksanaan PPDB di SMA Negeri 1 Bogor telah berhasil melaksanakan PPDB dengan sistem zonasi. Namun pada prinsip berkeadilan pelaksanaan PPDB dengan sistem zonasi tidak berhasil memenuhi prinsip tersebut. This research aims to describe the implementation of new student enrollment with the zoning system in SMA Negeri 1 Bogor. The research is focused on: (1) Socialization of school zoning enrollment system; (2) Preparation for the implementation of school zoning enrollment system; (3) the implementation of school zoning enrollment system; (4) success rate of school zoning enrollment system implementation in SMA Negeri 1 Bogor. This research used descriptive method with a qualitative approach. Data collection was carried out through depth interview, observation, and documentation study, with informants consisting of: the Principal, Deputy Principal of Student Affairs, Teachers, Head of Section for Supervision of the Branch Office of Education Region II West Java Province, parents of prospective students, and prospective students who register at SMA Negeri 1 Bogor. The results showed that (1) Socialization is carried out in a structured manner starting from the Department of Education of West Java Province, school, to parents of prospective students who are targeted by online policies due to the emergency of covid-19 (2) Preparation was seen based on the preparation of supporting resources, communication, the attitude of the implementer, and the bureaucratic structure in SMA Negeri 1 Bogor; (3) The admission of new students starts from online registration, data verification, score selection / processing, teacher council meetings for the determination of the selection results, open announcements, and offline re-registration by implementing strict Health protocols; (4) Based on PPDB principles, namely non-discrimination, objective, transparency, and accountability, the implementation of PPDB at SMA Negeri 1 Bogor has successfully implemented PPDB with a zoning system. However, on the principle of fairness, the implementation of the PPDB zoning system did not succeed in fulfilling this principle.
