Abstract
ABSTRAK Corona virus disease (Covid-19) mulai memasuki Indonesia awal tahun 2020 penyebarannya semakin meluas sehingga aktivitas sosial menjadi terbatas, hal ini cukup berdampak pada kegiatan industri, dimana kegiatan di luar ruangan dibatasi demi mencegah penyebaran Covid-19, kemudian pada bulan April dibuat Peraturan Gubernur No. 33 Tahun 2020 tentang Pembatasan Sosial Berskala Besar, mengatur jalannya aktivitas sosial di masa pandemi Covid-19. Penelitian ini bertujuan untuk mengetahui implementasi perusahaan terhadap kebijakan pemerintah DKI Jakarta dalam mengatasi wabah Covid-19. Metode yang digunakan deskriptif kualitatif. Informan kunci Head Off Group Bagian tertentu dari delapan perusahaan yang masih buka, setengah buka, dengan kelompok industri bidang primer, sekunder dan tersier. Informan pendukung adalah karyawan dari delapan perusahaan. Hasil penelitian menunjukkan: Jakarta Industrial Estate Pulogadung telah menerapkan pelaksanaan work from home, menghimbau perusahaan di sekitar kawasan untuk mematuhi Pergub DKI namun, tidak dapat memaksakan karena perusahaan bidang manufaktur tidak dapat di stop langsung. Perusahaan di kawasan industri pulogadung tetap beroperasi untuk menghindari berhentinya kegiatan perusahaan. Aktivitas industri selama pandemi covid-19 kelompok industri primer (makanan/minuman) dan industri tersier (obat-obatan) tetap buka, karyawan masuk setiap hari dan telah menerapkan Peraturan Gubernur No.33 Tahun 2020 Pasal 9 Ayat 1 dan 2; Pasal 10 Ayat 1d. PT. Industri tersier (pembuatan meubel, alkes, alat musik, dll) tetap buka, karyawan masuk sistem rolling (sehari libur-sehari kerja). Protokol kesehatan diterapkan sesuai Pergub DKI No.33 Tahun 2020 Pasal 9 ayat 3b; Pasal 10 Ayat 2a;b;c; tetapi,rata-rata perusahaan pembatasan bagi penyakit penyerta dan usia lanjut masih dibolehkan bekerja di tempat kerja Pembatasan moda trasnportasi bagi kegiatan orang dan barang diterapkan perusahaan sesuai Pasal 18 Ayat 1 dan 2. Selama pandemi aktivitas berjalan kurang maksimal, diusahakan agar tidak terjadi pemutusan hubungan kerja karyawan. Perusahaan tersebut beroperasi, tetapi pelaksanaan di lapangan dengan menyediakan dan menerapkan protokol kesehatan Covid-19 di lingkunga kerja yang tertulis dalam Pergub DKI Jakarta. Kata Kunci: Kegiatan Industri, Pandemi Covid-19, Peraturan Gubernur DKI Jakarta, Implementasi Kebijakan ************* ABSTRACT The Corona virus disease (Covid-19) began to enter Indonesia in early 2020 and its spread is increasingly widespread so that social activities are limited, this has an impact on industrial activities, where outdoor activities are to prevent the spread of Covid-19, then in April the Governor Regulation No. 33 of 2020 concerning Large-Scale Social Restrictions, regulates the course of social activities during the Covid-19 pandemic. This study aims to determine the company's implementation of DKI Jakarta government policies in overcoming the Covid-19 outbreak. The method used is descriptive qualitative. Key informant Head Off Group Certain part of eight companies that are still open, semi-open, with primary, secondary and tertiary industry groups. Supporting informants are employees of eight companies. The results showed: Jakarta Industrial Estate Pulogadung has implemented the implementation of work from home, urging companies around the area to comply with the DKI Governor Regulation, however, they cannot enforce it because manufacturing companies cannot be stopped directly. Companies in the Pulogadung industrial area continue to operate to avoid cessation of company activities. Industrial activities during the Covid-19 pandemic primary industry groups (food/beverage) and tertiary industry (medicine) remain open, employees enter every day and have implemented Governor Regulation No.33 of 2020 Article 9 section 1 and 2; Article 10 section 1d. PT. The tertiary industry (making furniture, medical equipment, musical instruments, etc.) remains open, employees enter the rolling system (daily work day off). The health protocol is implemented in accordance with the DKI Governor Regulation No. 33 of 2020 Article 9 section 3b; Article 10 section 2a; 2b;2 c; However, on average companies restrictions for comorbidities and elderly people are still allowed to work in the workplace. Transportation mode restrictions for activities of people and goods are implemented by the company in accordance with Article 18 Paragraphs 1 and 2.During a pandemic, activities are less than optimal, efforts will be made to avoid termination employee work. The company operates, but the implementation in the field by providing and implementing the Covid-19 health protocol in the work environment is written in the DKI Jakarta Governor Regulation.
