Abstract

Penelitian ini bertujuan untuk mengetahui konsep model pembinaan yang pernah diterapkan di institusi lain, memberikan kontribusi ilmiah melalui skripsi studi kajian model pembinaan, serta mengetahui implementasi model pembinaan mental dalam perencanaan, pelaksanaan, dan evaluasi CEBIC. Penelitian ini menggunakan jenis penelitian kualitatif deskriptif yang mendeskripsikan implementasi model pembinaan yang digunakan CEBIC di DJBC. Sumber data diperoleh dari hasil observasi, wawancara, dan studi dokumentasi. Observasi dilakukan di Kantor Pusat Direktorat Jenderal Bea dan Cukai sejak September 2019. Wawancara dilakukan secara virtual dan tatap muka. Teori yang digunakan dalam penelitian ini adalah teori tentang konsep model pembinaan, konsep pembinaan dalam dakwah Islam, serta konsep pembinaan mental. Hasil penelitian ini menunjukkan bahwa pembinaan mental yang diterapkan oleh DJBC menggunakan pembinaan disiplin PNS berjenis model pembinaan yang memfokuskan pada sinergi dua model yakni top down model dan buttom up model dianggap tepat karena ini cara DJBC berdakwah dalam rangka mengembangkan kepribadian akhlak terpuji. Itulah alasan model yang digunakan CEBIC dalam penegakan anti-korupsi terbukti efektif. *********** This study aims to determine the concept of coaching models that have been applied in other institutions, to make scientific contributions through a study thesis of coaching models, and to find out the implementation of mental development models in planning, implementing, and evaluating CEBIC. This research uses descriptive qualitative research that describes the implementation of the coaching model used by CEBIC in Customs. Sources of data obtained from the results of observations, interviews, and documentation studies. Observations were carried out at the Head Office of the Directorate General of Customs and Excise since September 2019. Interviews were conducted virtually face-to-face. The theory used in this research is the theory of the concept of the coaching model, the concept of guidance in Islamic da'wah, and the concept of mental coaching. The results of this study indicate that the mental coaching applied by Customs uses civil servant disciplinary coaching in the form of a coaching model that focuses on the synergy of two models, namely the top down model and the buttom up model, which is considered appropriate because this is Customs's way of preaching in order to develop a commendable character. That's why the model that CEBIC uses in anti-corruption enforcement has proven effective.
