Abstract

Elis Dayanti, Pengemis Dan Masyarakat Dalam Menyikapi Perda Kota Bogor No 8 Tahun 2009 : Study Deskriptif Tentang Larangan Mengemis Dan Memberi Uang Pada Masyarakat. Skripsi. Bogor : Prodi Pendidikan Ilmu Pengetahuan Sosial, Fakultas Ilmu Sosial, Universitas Negeri Jakarta, 2020 Penelitian ini bertujuan untuk memperoleh data mengenai sikap pengemis dan masyarakat dalam menyikapi perda Kota Bogor No 8 Tahun 2009 tentang larangan memberi uang dan larangan mengemis. Penelitian dilaksanakan di Stasiun Bogor selama tiga bulan dari bulan agustus sampai dengan Bulan Oktober 2020. Metode yang digunakan dalam penelitian ini adalah penelitian deskriptif, dengan teknik pengumpulan data melalui observasi, wawancara, isi angket, dokumentasi dan study kepustakaan. Teknik analisis data dilakukan dengan deskriptif naratif/analisis. Hasil penelitian menyimpulkan bahwa terdapat sikap negatif dari pengemis dan masyarakat yaitu dilihat dari faktor internal terdiri pengalaman pribadi pengemis menganggap bahwa petugas tidak memiliki fungsi apapun kerena dalam keseharianya pengemis sangat akrab dengan petugas satpol PP, pengemis sering dihina dan faktor kurangnya ekonomi keluarga. Sedangkan pengalaman pribadi masyarakat sering memberikan uang pada pengemis, masyarakat tidak suka melihat pengemis di razia karena merasa kasihan. Keadaan emosional masyarakat yaitu tingginya rasa simpati dan kasihan melihat keadaan pengemis, masyarakat beranggapan bahwa memberi itu merupakan bentuk rasa manusiawi, berprasangka bahwa perda tidak berjalan dan masih banyak yang belum mengetahui perda larangan memberi uang. Sedangkan keadaan emosional dari pengemis yaitu perasaan acuh dan tidak peduli. Faktor eksternal yaitu : interaksi kelompok, Pengemis berinteraksi untuk mengetahui informasi razia. Sedangkan untuk masyarakat senang bergabung dengan komunitas yang sering berbagi, Selanjutnya faktor komunikasi, pengemis belum pernah diberitahu atau diberikan sosialisasi tentang aturan larangan mengemis oleh pihak dinas sosial, belum pernah melihat media yang memberikan informasi terkait adanya perda. Pada kenyataannya sudah banyak masyarakat yang mengetahui aturan larangan memberi uang, tapi hanya sebatas mengetahui tidak paham isi perda. Abstract Elis Dayanti, Beggars And Society In Responding to Bogor City Regulation No. 8 Year 2009: Descriptive Study on The Prohibition of Begging And Giving Money to The Community. Thesis. Bogor : Social Science Education Program, Faculty of Social Sciences, State University of Jakarta, 2020 This study aims to obtain data on beggar attitudes and the community in responding to the Bogor City Regulation No. 8 of 2009 on the prohibition of giving money and the prohibition of begging. The research was conducted at Bogor Station for three months from August to October 2020. The method used in this research is Descriptive research, with data collection techniques through observation, interviews, questionnaire content, documentation and literature studies. Data analysis techniques are performed with narrative descriptive / analysis. The results concluded that there is a negative attitude from beggars and society that is seen from internal factors consisting of personal experience of beggars assume that officers do not have any function because in their daily life beggars are very familiar with pp police officers, beggars are often insulted and factors of lack of family economy. While people's personal experiences often give money to beggars, people do not like to see beggars in razia because they feel sorry. The emotional state of the community is the high sympathy and pity to see the state of beggars, people assume that giving it is a form of humaneness, prejudiced that the regulation does not run and there are still many who do not know the regulation of the prohibition of giving money. While the emotional state of the beggar is a feeling of indifference and indifference. External factors are: group interaction, beggars interact to know razia information. As for the community is happy to join the community that often shares, Furthermore the communication factor, beggars have never been informed or given socialization about the rules of the ban on begging by social services, have never seen the media that provides information related to the existence of local government. In fact, there are many people who know the rules of the prohibition of giving money, but only to know the contents of the regulation.
