Abstract

Sejarah pemerintahan Indonesia tidak bisa dilepaskan dari sejarah perkembangan partai politik di setiap masanya. Pasca kemerdekaan muncul banyak partai politik yang berupaya mewakili kepentingan kelompoknya. Salah satu partai politik yang berkembang dengan cepat adalah Sekber Golkar. Sekber Golkar menjadi partai politik yang berkembang dengan cepat terutama setelah Soeharto menggunakannya sebagai alat politik kekuasaanya. Penelitian ini bertujuan untuk mengungkapkan adanya faktor penting dari berpengaruhnya Golkar masa Orde Baru, yaitu dinamika internal di dalam tubuh Sekber Golkar. Dalam penelitian ini membahas adanya sejarah munculnya Sekber Golkar yang berasal dari ide kalangan Angkatan Darat, perseteruan Angkatan Darat dengan PKI, nilai penting Sekber Golkar, peran Soeharto dalam Sekber Golkar, perkembangan Sekber Golkar masa transisi kekuasaan, integrasi internal Sekber Golkar, dan partisipasi Sekber Golkar dalam politik. Metode yang digunakan menggunakan metode penelitian historis analisis dengan menggunakan teori situasi historik untuk membantu penyusunan kerangka analisis tentang penelitian ini. Hasil penelitian ini menunjukan bahwa terdapat Sekber Golkar menjadi penting bagi kekuasaan Soeharto karena terbentuk dari unsur-unsur militer dan sipil yang menentang dominasi PKI. Sebagai organisasi yang baru dibentuk, Sekber Golkar juga mampu dikontrol dengan baik oleh penguasa Orde Baru agar mendukung kebijakan yang dibuat olehnya. Guna membuat Sekber Golkar sejalan dengan penguasa Orde Baru, dilakukanlah serangkaian intervensi seperti menyingkirkan orang-orang yang pro Sukarno dari internal Sekber Golkar, Pengelompokan ormas-ormas dan keterlibatan unsur sipil yang mendukung Sekber Golkar agar memenangkan pemilu tahun 1971. Sekber Golkar kemudian berubah dari yang sebelumnya merupakan organisasi federatif yang terdiri dari banyak ormas-ormas menjadi organisasi kesatuan yang sejalan dengan kebijakan pemerintah Orde Baru. Hal ini menandai awal dari dominasi Golkar dalam politik Indonesia. After independence, there were many political parties that tried to represent the interests of their groups. One of the rapidly growing political parties is the Golkar Secretary. Sekber Golkar became a political party that developed rapidly, especially after Suharto used it as a political tool for his power. This study aims to reveal the existence of an important factor in the influence of Golkar during the New Order, namely the internal dynamics within the Golkar Secretariat. This study discusses the history of the emergence of the Golkar Secretariat originating from the ideas of the Army, the Army's feud with the PKI, the importance of the Golkar Secretariat, Suharto's role in the Golkar Secretariat, the development of the Golkar Secretariat during the transition of power, the internal integration of the Golkar Secretariat, and the participation of the Golkar Secretary. in politics. The method used is historical research method analysis using historical situation theory to assist in the preparation of an analytical framework for this research. The results of this study indicate that the Golkar Secretariat was important to Suharto's power because it was formed from military and civilian elements who opposed PKI domination. As a newly formed organization, the Golkar Secretariat was also able to be well controlled by the New Order rulers in order to support the policies made by him. In order to make the Golkar Secretariat in line with the New Order rulers, a series of interventions were carried out such as removing pro- Sukarno people from the Golkar Secretariat internally, grouping mass organizations and involving civilian elements who supported the Golkar Secretariat in order to win the 1971 general election. Previously it was a federative organization consisting of many mass organizations which became a unified organization in line with the policies of the New Order government.
