Abstract

Penelitian ini bertujuan untuk mengkaji proses pembentukan serta perkembangan Polisi Wanita di Indonesia. Adanya wanita dalam kepolisian Indonesia merupakan hal baru sehingga mengalami beberapa kendala dan dinamika selama pembentukan serta perkembangannya. Metode yang digunakan dalam penelitian ini adalah metode sejarah. Terdapat lima tahap metode sejarah yaitu pemilihan topik, pengumpulan sumber, verifikasi, interpretasi dan penulisan. Hasil penelitian ini menunjukkan bahwa Polisi Wanita dibentuk karena kebutuhan mendesak akan adanya wanita dalam kepolisian. Pada Agresi Militer Belanda I untuk menghindari titik-titik pertempuran, didirikan tempat pengungsian di beberapa daerah yang dijaga oleh polisi. Untuk menghindari adanya mata-mata dan pengintai diantara para pengungsi, maka dilakukan pemeriksaan baik secara lisan maupun pemeriksaan badan kepada pengungsi. Saat pemeriksaan badan kaum wanita menolak karena dilakukan oleh Polisi Pria. Selain itu, dalam pemeriksaan wanita sebagai korban maupun saksi kejahatan kerap kali mengalami kendala. Kesan bengis polisi pada zaman Belanda masih melekat sehingga pemeriksaan terhadap wanita oleh Polisi Pria kurang maksimal. Jawatan Kepolisian Pusat memberi himbauan kepada setiap Karesidenan untuk mengirim dua orang calon Polisi Wanita. Bersamaan dengan himbauan tersebut, organisasi islam di Bukittinggi mengusulkan untuk dilakukannya pendidikan terhadap wanita minang. Jawatan Kepolisian Cabang Sumatera melakukan seleksi yang dimulai pada 1 September 1948. Terdapat enam wanita yang lulus seleksi dan mengikuti pendidikan polisi di Sekolah Polisi Indonesia di Bukittinggi. Pada tahun 1955 Polisi Wanita bersama Bhayangkari dalam Kongres Wanita Indonesia menyampaikan aspirasi mengenai penerimaan Polisi Wanita yang ditiadakan. Selain itu, kedudukan Polisi Wanita dalam kepolisian dipertanyakan karena sejak berdirinya Polisi Wanita hanya mengurus permasalahan mengenai kaum wanita dan anak-anak. Pada tahun 1961 dikeluarkan Undang- Undang No. 13 tentang Polisi Wanita. Dengan adanya undang-undang tersebut pendidikan Polisi Wanita dibuka kembali serta kedudukan dan tugas Polisi Wanita dalam kepolisian mengalami perluasan. ****** This research aims to examine the process of formation and development of Women Police in indonesia. The existence of women in the Indonesian police is a new thing so that it experiences several obstacles and dynamics during the process of formation and development. The method used in this research is the historical method. There are five stages of the historical methods, namely topic selection, source collection, verification, interpretation and writing. The results of this research indicate that Women Police was formed because of the urgent need for women in the police. During the Dutch Military Aggression 1 to avoid fighting points, shelters were set up in several areas guarded by the police. In order to avoid spies and scouts among the refugees, both verbal and physical examination the women refused because it was carried out by the male police. In addition, in examining women as victims and witnesses of crimes, they often encounter obstacles. The impression of ruthless police in the Dutch era is still attached so that the examination of women by the male police is not optimal. The central police advises each residency to send two Women Police candidates. Along this appeal, an Islamic organization in Bukittinggi proposed to provide education for minang women. The Sumatran police conducted the selection which began on 1 September 1948. There were six women who passed the selection and attended the Indonesian police school in Bukittinggi. In 1955, Women Police officers together with Bhayangkari in the Indonesian Women Congress expressed their aspirations regarding the acceptance of Women Police officers who were abolished. In addition, the position of Women Police in the police force has been questioned because since it is establishment, Women Police have only dealt with issues concerning women and children. In 1961, law number 13 about Women Police. With this law, the education of Women Police was reopened and the position and duties of Women Police in the police force were expanded.
