Abstract

Nabilla Khoirunissa, Analisis Layanan Pengurusan Izin Pernikahan di Kelurahan Pela Mampang, Kecamatan Mampang Prapatan, Kota Jakarta Selatan. Skripsi. Jakarta : Program Studi Pendidikan Pancasila dan Kewarganegaraan, Fakultas Ilmu Sosial, Universitas Negeri Jakarta, 2021. Tujuan penelitian ini adalah untuk 1) mengetahui strategi dalam meningkatkan pelayanan pengurusan izin pernikahan di Kelurahan Pela Mampang, 2) menganalisis implementasi layanan pengurusan izin pernikahan, 3) faktor penghambat dalam meningkatkan pelayanan di Kelurahan Pela Mampang, baik secara teknis maupun prosedur. Metode penelitian yang digunakan dalam penelitian ini melalui metode deskriptif dengan pendekatan kualitatif. Sumber data diperoleh dari informan dan dokumen berupa buku, jurnal dan perundang-undangan. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu dengan observasi, wawancara, dokumentasi yang dilakukan pada petugas pelayanan, dan masyarakat Kelurahan Pela Mampang. Analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan simpulan. Hasil penelitian menunjukkan bahwa strategi meningkatkan pelayanan di Kelurahan Pela Mampang adalah dengan menciptakan inovasi layanan berbasis online melalui aplikasi layanan pela dengan mempertimbangkan kondisi kelurahan, jumlah penduduk yang cukup banyak, dan membantu mengatasi berbagai kesulitan yang dialami masyarakat, khususnya yang memiliki waktu terbatas. Berdasarkan hasil wawancara menunjukkan bahwa implementasi layanan pengurusan izin menikah di Kelurahan Pela Mampang sudah berjalan dengan baik, hal ini dikarenakan petugas pelayanan telah memenuhi indikator implementasi kebijakan publik, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi, selain itu petugas juga senantiasa memberikan pelayanan optimal sebagaimana tugasnya menjadi aktor pelayan publik. Meskipun implementasi layanan sudah berjalan dengan baik, namun masih terdapat kendala keterbatasan kewenangan sehingga pada beberapa hal tertentu petugas tidak bisa melayani kebutuhan masyarakat. The purpose of this study was to 1) find out the strategy in improving marriage permit management services in Pela Mampang Village, 2) analyze the implementation of marriage permit processing services, 3) the inhibiting factors in improving services in Pela Mampang Village, both technically and procedurally. The research method used in this research is descriptive method with a qualitative approach. Sources of data obtained from informants and documents in the form of books, journals and legislation. Data collection techniques used in this study are observation, interviews, documentation conducted on service officers, and the community of Pela Mampang Village. Data analysis was carried out by data reduction, data presentation, and drawing conclusions. The results showed that the strategy to improve services in the Pela Mampang Village was to create online-based service innovations through the pela service application by considering the condition of the village, the large number of residents, and helping to overcome various difficulties experienced by the community, especially those who had limited time. Based on the results of interviews, it shows that the implementation of marriage permit management services in Pela Mampang Village has been going well, this is because the service officers have met the indicators of public policy implementation, namely communication, resources, disposition, and bureaucratic structure, besides that the officers also always provide services. optimally as his duty to be a public service actor. Although the implementation of the service has been going well, there are still limitations of authority so that in certain cases the officers cannot serve the needs of the community.
