Abstract

Penelitian ini berujuan untuk mengetahui bagaimana pengelolaan bank sampah RW09 di Kelurahan Cikande Permai Kecamatan Cikande, Kabupaten Serang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Subjek penelitian ini terbagi menjadi dua yaitu informan kunci yang terdiri dari ketua dan wakil karang taruna RW 09 yang berperan sekaligus sebagai pengelola bank sampah RW 09; dan Informan pendukungnya adalah masyarakat yang terdaftar sebagai anggota bank sampah di RW 09. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi guna melengkapinya. Teknik analisis penelitian ini menggunakan reduksi data, penyajian data, dan penarikan kesimpulan lalu dilakukan pemeriksaan keabsahan data menggunakan triangulasi. Pengelolaan bank sampah RW 09 dari aspek koordinasi, aspek teknik operasional, aspek peran serta masyarakat, aspek hukum dan peraturan dan aspek pembiayaan masih belum maksimal. Aspek koordinasi pembagian tugas antar pengurus bank sampah belum jelas, bank sampah RW 09 belum pernah melakukan pengawasan serta evaluasi dan belum hadirnya dukungan pemerintah berupa pelatihan dan pengawasan. Aspek koordinasi sangat berperan untuk mengurus bank sampah. Aspek pembiayaan, hasil setor sampah dikelola oleh bendahara bank sampah RW 09. Aspek hukum dan peraturan, peraturan atau tata tertib berupa selebaran yang pernah dibagikan tahun 2019. Aspek hukum dan peraturan membuat pengelolaan sampah tertata baik. Aspek teknik operasional, alat operasional penunjang bank sampah RW 09 kurang mendukung pengelolaan bank sampah. Hanya tersedia sebuah gerobak dan karung pemilah sampah. Aspek peran serta masyarakat, masyarakat aktif dalam mengikuti kegiatan bank sampah, selalu menyetor sampah tiap minggunya. Meskipun masih banyak kekurangan masyarakat cukup senang dengan kehadiran bank sampah dengan melihat antusias warga yang selalu setor sampah meskipun jumlahnya sedikit. Kata Kunci: Pengelolaan, Bank Sampah, Cikande Permai This study aims to find out how the management of the RW09 waste bank in Cikande Permai Village, Cikande District, Serang Regency. The research method used is descriptive qualitative. The subjects of this study were divided into two, namely key informants consisting of the chairman and deputy of the RW 09 youth organization who acted as well as the manager of the RW 09 waste bank; and the supporting informants are people who are registered as members of the waste bank in RW 09. Data collection techniques are through interviews, observation and documentation to complete it. The analysis technique of this research uses data reduction, data presentation, and drawing conclusions and then checking the validity of the data using triangulation. The management of the RW 09 waste bank from the aspect of coordination, operational technical aspects, community participation aspects, legal and regulatory aspects and financing aspects is still not optimal. Aspects of the coordination of the division of tasks between waste bank administrators are not clear, the RW 09 waste bank has never carried out supervision and evaluation and there is no government support in the form of training and supervision. The coordination aspect plays a very important role in managing the waste bank. Aspects of financing, waste deposit results are managed by the treasurer of the waste bank RW 09. Legal and regulatory aspects, regulations or rules in the form of leaflets that have been distributed in 2019. Legal and regulatory aspects make waste management well organized. Aspects of operational techniques, supporting operational tools for the RW 09 waste bank do not support waste bank management. Only a cart and a garbage sorting sack are available. Aspects of community participation, the community is active in participating in waste bank activities, always depositing waste every week. Although there are still many shortcomings, the community is quite happy with the presence of the waste bank by seeing the enthusiasm of the residents who always deposit waste even though the amount is small.
