Abstract

Tujuan penelitian ini adalah mengetahui tingkat kesiapsiagaan Pemerintah Kota Tangerang Dalam Menghadapi Bencana Banjir berdasarkan parameter kesiapsiagaan Panduan Pengurangan Kerugian Banjir (Guidelines for Reducing Flood Looses). Penelitian ini menggunakan 5 parameter yang digunakan sebagai penilai kesiapsiagaan pemerintah. Hasil penelitian ini menunjukan terdapat 3 kategori Tingkat Kesiapsiagaan, Tingkat Kesiapsiagaan dengan kategori rendah terdapat pada parameter Kolaborasi dan Koordinasi (20), kategori sedang pada parameter Rencana Tanggap Darurat (43,75), Pelatihan dan Simulasi (43,75), dan Inventarisasi Sumber Daya (66,7), kategori tinggi pada parameter Persiapan Preventif (90). Parameter yang paling tinggi adalah Persiapan Preventif, pemerintah Kota Tangerang dapat mengoptimalkan dengan melakukan pendataan dan memetakan lokasi evakuasi banjir sehingga penanganan korban banjir dan pendistribusian bantuan sosial kepada korban dapat dilakukan lebih efisien. Parameter yang paling rendah adalah Kolaborasi dan Koordinasi maka pemerintah Kota Tangerang perlu melakukan pembahasan dan penyusunan peraturan yang mengatur protokol koordinasi dan komunikasi antar lembaga terkait penanganan banjir dan penyusunan protokol penyebaran informasi tanggap darurat bencana ke masyarakat sehingga penanganan bencana banjir dapat ditangani lebih cepat, informasi yang diterima masyarakat lebih akurat dan tidak ada tumpang tindih tanggung jawab antar lembaga. Kata kunci : Kesiapsiagaan Pemerintah, Bencana Banjir, Kota Tangerang ********* The purpose of this study is to determine the Tangerang City Government's level of preparedness in response to flood disasters based on the preparation parameters of the "Guidelines for Flood Disaster Reduction". This study uses five parameters as the evaluation indicators prepared by the government. The results of this study show that there are 3 categories of preparedness levels, the low-level readiness level is in the collaboration and coordination parameters (20), the adequate category is in the emergency response plan parameters (43.75), training and simulation (43.75), and resource inventory. Power (66.7), high category on the preventive preparation parameter (90). The highest parameter is Preventive Preparation, the Tangerang City government can optimize by collecting data and mapping flood evacuation locations so that the handling of flood victims and the distribution of social assistance to victims can be carried out more efficiently. The lowest parameter is Collaboration and Coordination, so the Tangerang City government needs to discuss and prepare regulations governing coordination and communication protocols between institutions related to flood management and the preparation of protocols for disseminating disaster emergency response information to the community so that flood disaster management can be handled more quickly,. the information received by the community is more accurate and there is no overlapping of responsibilities between institutions.
