Abstract

Penelitian ini bertujuan untuk mengetahui persepsi kepala sekolah SMA di kota Jakarta Timur terhadap implementasi kebijakan penerimaan siswa baru (PPDB) menurut zonasi. Metode penelitian yang digunakan adalah deskriptif kualitatif. Proses pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Proses analisis data adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa menurut persepsi kepala sekolah SMA Negeri kota Jakarta Timur, perencanaan penerapan sistem zonasi PPDB di SMA Negeri Jakarta Timur berada pada kategori baik. Hal ini terlihat dari perencanaan penerapan sistem zonasi PPDB telah dilakukan jauh-jauh hari sebelum kebijakan tersebut diajukan. Dalam hal penyelenggaraan PPDB di sekolah, kepala sekolah telah membentuk kepanitiaan untuk penerapan sistem zonasi PPDB, meskipun tahun ini jumlah panitia PPDB lebih sedikit dibandingkan tahun lalu. Pelaksanaan penerimaan siswa baru (PPDB) tahun ini lebih baik dari tahun-tahun sebelumnya, karena pihak sekolah dan pemerintah melakukan sosialisasi dengan baik kepada masyarakat mengenai kebijakan PPDB yaitu pendaftaran PPDB dengan sistem online. Sistem penerimaan siswa baru (PPDB) online sudah efektif dan efisien. Meskipun beberapa kendala yang muncul adalah kesalahan sistem, dan orang tua siswa kurang memahami aturan pendaftaran penerimaan siswa baru (PPDB). Pelaporan PPDB dilakukan dengan menggunakan sistem yang disediakan oleh dinas pendidikan dan sekolah menerima laporan dari sistem tersebut. Kata Kunci: Persepsi Kepala Sekolah, Implementasi Kebijakan, PPDB Sistem Zonasi ********** This study aims to know perception of the principals of high school in East Jakarta city on implementation of policy for admission of new students (PPDB) according to zonation. The research method is descriptive qualitative. The process of collecting data used observation, interviews, and documentation. The process of data analysis is data reduction, data display, and conclusion. The result showed that according to perception of the principals of high school in East Jakarta city, the planning for the implementation of the PPDB zoning system at the SMA Negeri Jakarta Timur is in a good category. This can be seen from the planning for the implementation of PPDB zoning system has been carried out long ago before the policy submitted. In terms of organizing PPDB in schools, the principals have formed a committee for the implementation PPDB zoning system, although this year there are fewer PPDB committees than last year. The implementation of admission of new students (PPDB) this year is better than last years, because of the school and the government carried out socialization well with society regarding PPDB policy which is the registration PPDB by online system. The online system for admission to new student (PPDB) was effective and efficient. Although some of obstacles that arise are system errors, and the parents of students less understand the rule of registration admission of new students (PPDB). Reporting PPDB is carried out using the system provided by educational office and schools only received reports from the system.
