Abstract

ABSTRAK ABSTRAK : Strategi Pengembangan Manajemen Hutan Mangrove Dalam Mencapai Sustainable Development Goals Nama : Desta Ardiyanto, NIM : 9914817009, Program Studi : Pascasarjana Manajemen Lingkungan, Universitas Negeri Jakarta Penelitian ini bertujuan untuk merumuskan strategi pengembangan manajemen hutan mangrove di Desa Purworejo Pasir Sakti dalam mencapai target Sustainable Development Goal’s dengan menggunakan pendekatan konsep Blue Economy. Penelitian ini menggunakan pendekatan kualitatif dengan analisis tematik induktif. Metode pengumpulan data menggunakan tekhnik Focus Group Discussion (FGD) dan depth interview (wawancara mendalam) dengan beberapa informan kunci dari kalangan Pemerintah, Kelompok Tani Hutan (KTH), Akademisi, dan NGO. Penelitian ini menunjukkan bahwa beberapa prinsip blue economy yang diangkat dalam penelitian ini seperti efisiensi sumberdaya (pemanfaatan jasa lingkungan untuk penahan abrasi, ekowisata) dan kepedulian sosial (Distribusi Pemanfaatan sumberdaya alam yang berkeadilan dan mudah diakses) telah diterapkan oleh masyarakat setempat. Namun demikian, prinsip lain seperti tanpa limbah, sistem siklus produksi, inovasi dan adaptasi, serta kelembagaan masih membutuhkan pengembangan. Penelitian ini merekomendasikan sejumlah strategi pengembangan bagi pemerintah seperti insentif agar muncul terobosan pemanfaatan buah mangrove dengan menggandeng pihak swasta maupun universitas, pendampingan KTH untuk perdagangan karbon, revitalisasi sarana prasarana ekowisata serta merancang klaster budidaya perairan dengan menggunakan sistem silvofishery. Bagi KTH sendiri diperlukan perbaikan tata kelola terkait “aturan main” yang disepakati oleh semua anggota kelompok. Kata Kunci : Hutan Mangrove, Lampung Timur, Blue Economy, SDG’s ABSTRACT ABSTRACT : Mangrove Forest Management Development Strategy in Achieving Sustainable Development Goals Name : Desta Ariyanto, NIM : 9914817009, Study Program: Post Graduate Environmental Management, Jakarta State University This study aims to formulate a strategy for developing mangrove forest management in Purworejo Pasir Sakti Village in achieving the Sustainable Development Goal's target by using the Blue Economy concept approach. This study uses a qualitative approach with inductive thematic analysis. The data collection method used the technique of Focus Group Discussion (FGD) and in-depth interviews with several key informants from the Government, Forest Farmers Groups (KTH), academics, and NGOs. This study shows that some of the blue economy principles raised in this study such as resource efficiency (utilization of environmental services for abrasion resistance, ecotourism) and social inclusiveness (distribution of use of natural resources that are equitable and easily accessible) have been applied by the local community. However, other principles such as zero waste, cyclic systems of production, innovation and adaptation, and institutions still need development. This study recommends a number of development strategies for the government such as incentives to create breakthroughs in the use of mangrove fruit by cooperating with private and universtitiy, assistance in carbon trading, as well as revitalizing ecotourism infrastructure and designing aquaculture clusters using the silvofishery system. For KTH itself, it is necessary to improve governance related to the "rules of the game" that are agreed upon by all group members. Keywords : Mangrove Forest, East Lampung, Blue Economy, SDG’s
