Abstract

Penelitian ini mengangkat kasus program pemerintah yang bernama Pendidikan Kecakapan Kerja (PKK) yang sudah berlangsung selama kurang lebih 5 tahun. Pelaksanaan program yang telah dilakukan selama kurang lebih 5 tahun belum memiliki data yang empiris terkait penyelenggaraan di lapangan. Penelian ini bertujuan untuk mengevaluasi secara kualitatif mulai dari identifikasi lembaga sampai hasil program, penyelenggaraan program Pendidikan Kecakapan Kerja di LKP Kenz salon dan LKP Virta salon tahun 2016. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif, dengan metode penelitian studi kasus sukses yang mengacu pada teori Success Case Method dari Brinkerhoff. Penelitian ini menentukan subjek penelitian. Adapun aktor yang terlibat dalam program PKK meliputi pengelola, Instruktur dan peserta didik program yang menjadi subjek penelitian. Prosedur perekaman data dalam penelitian ini meliputi Wawancara semi terstruktur, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa indikator keberhasilan program PKK di LKP Kenz Salon dan LKP Virta salon belum tercapai. Dalam proses penyelenggaraannya progam PKK di LKP Kenz Salon dan LKP Virta Salon belum sesuai dengan ketentuan dan peraturan yang terdapat pada Petunjuk Teknis program PKK Tahun 2016. This study raised the case of a government program called Work Skills Education (PKK), which has lasted for more than 5 years. Implementation of the program that has been conducted for more than 5 years do not have empirical data related to the implementation in the field. The aim of this study presented to evaluate qualitatively from the identification of the institution until the results of the program, the implementation of Work Skills Education program at LKP LKP Virta Kenz salons and salon in 2016. The approach used in this study is a qualitative approach, with a successful case study method which refers to the theory of Success Case Method of Brinkerhoff. This study determines the subject of research. As for the actors involved in the PKK program includes managers, instructors and learners program that is the subject of research. The procedure of recording the data in this study include semi-structured interviews, observation and documentation. The results showed that indicators of program success PKK in Kenz LKP and the LKP Virta salon Salon has not been reached. In the process of program implementation PKK in Kenz LKP LKP Virta Salon Salon and not in accordance with the rules and regulations contained in the Technical Instructions PKK 2016 program.
