Abstract

Penelitian ini bertujuan untuk memperoleh informasi yang komprehensif mengenai Fungsi Pengawasan DPR RI Terhadap Pemerintah, perihal landasan serta ruang lingkup pengawasannya, pelaksana pengawasan, mekanisme pengawasan secara mendetail, tahapan pengawasan mulai dari perencanaan, pelaksanaan, hingga evaluasi dari proses pengawasan tersebut. Penelitian ini dilaksanakan selama empat bulan terhitung dari bulan Januari hingga April. Metode yang digunakan dalam penelitian ini adalah deskriptif, teknik pengumpulan data yang dilakukan adalah Observasi, Wawancara, dan Studi Dokumentasi. Sementara itu, teknik keabsahan data yang dilakukan adalah member check, audit trial, triangulasi, dan auditing. Wawancara dilakukan kepada Kepala Bagian Sekretariat Komisi X DPR RI, anggota Komisi X, dan Pimpinan Komisi X DPR RI sebagai key informan. Dari hasil penelitian disimpulkan bahwa fungsi pengawasan DPR RI mencakup tiga hal yakni pengawasan terhadap pelaksanaan undang-undang, pengawasan pelaksanaan APBN, dan pengawasan terhadap kebijakan yang dibuat oleh Pemerintah, dari hasil wawancara disimpulkan bahwa fungsi pengawasan yang dijalankan oleh DPR RI belum efektif dan secara pelaksanaan fungsi, tugas, dan wewenang DPR RI belum sesuai dengan harapan dan keinginan masyarakat Indonesia. This study aims to obtain comprehensive information on the Parliamentary Oversight Function of the Government, on the basis and scope of its supervision, supervisory, monitoring mechanisms in detail, the monitoring stage from planning, implementation, to evaluation of the monitoring process. The study was conducted for four months from January to April. The method used in this study is descriptive, data collection techniques are Observation, Interview, and Documentation. While the technique of data validity is done by member check, audit trial, triangulation, and audit. The interview was conducted to the Head of Commission X Secretariat of the House of Representatives, members of Commission X, and Chairman of Commission X of the House of Representatives as key informants. From the result of the research, it is concluded that the supervision function of the House of Representatives covers three things: supervision on the implementation of the law, supervision of the implementation of the state budget, and supervision of the policies made by the Government, from the interviews concluded that the supervisory function run by DPR RI Has not been effective and in the implementation of functions, duties, and authorities DPR RI has not been in accordance with the expectations and wishes of the people of Indonesia.
