Abstract

Analisis ini bertujuan untuk mengetahui kapasitas tampung pada Waduk Sunter Selatan yang dilengkapi dengan pompa apakah efektif sebagai waduk pengendali banjir dengan metode penelusuran aliran. Analisis pada waduk ini mengupayakan agar kawasan di Jakarta khususnya kawasan Jakarta Pusat yang bertopografi rendah memiliki waduk pengendali banjir yang efektif untuk menampung air sehingga dapat mengurangi resiko terjadinya banjir ketika curah hujan tinggi. Penelitian ini dilakukan dengan melakukan pengumpulan data dan analisis data yang berupa: data curah hujan, data DAS yang masuk ke dalam Waduk Sunter Selatan dan data teknis Waduk Sunter Selatan. Analisa distribusi curah hujan dilakukan dengan metode Normal, Gumbel, Log Normal, dan Log Pearson. Analisis yang dilakukan berupa perhitungan curah hujan rencana periode ulang 20, 50, 100, 200, 500 dan 1000 tahun, perencanaan debit banjir rencana dengan metode Hidrograf Nakayasu dan penelusuran aliran di waduk menggunakan metode penelusuran banjir (Flood Routing) selama 24 jam. Hasil analisis yang didapat adalah dengan volume kapasitas tampung waduk 3.108 juta m3 dan pompa berkapasitas 2,5 m 3 /det sebanyak 6 unit, Waduk Sunter Selatan mampu menampung hidrograf banjir sementara pada periode ulang 20, 50, 100, 200, 500 hingga 1000 tahun. Berdasarkan hasil flood routing untuk periode ulang 1000 tahun didapatkan bahwa waduk mampu menahan hidrograf banjir mencapai volume banjir 2.201.857,971 m 3 dengan waktu banjir di waduk 20,8 jam. Dari hasil analisis dengan desain awal dari waduk diketahui bahwa air tidak akan mengalami limpas (overflow). Sehingga jika dari perhitungan dapat disimpulkan bahwa Waduk Sunter Selatan efektif sebagai waduk pengendali banjir. Namun kenyataannya daerah yang masih dalam tangkapan waduk masih banjir yang mungkin dapat terjadi karena beberapa faktor diantaranya dalam analisis tidak memperhitungkan sedimentasi, masih menggunakan desain awal waduk dan sistem pengoperasionalan pompa di perhitungan menggunakan kapasitas pompa dan jumlah pompa yang maksimal dalam waktu 24 jam ketika curah hujan tinggi. Pompa mulai dinyalakan pada menit ke 25 setelah banjir terjadi karena pada saat itu Kali Sentiong yang menjadi tempat menerima air dari waduk sudah tidak banjir. *This analysis aims to determine capacities of South Sunter that is using a pump whether it is effective as a flood control reservoir or not. The measurement is using flood routing method. The analysis in this reservoir is to strive for Jakartas particular area which has a low land surface. The effectiveness flood control reservoirs are to accommodate the water so as to reduce the risk of flooding as heavy rainfall. This study was conducted with data collection and analysis of data in the form of: rainfall data which consist of the data that goes into the watershed Sunter South and South Sunter technical data. Analysis of rainfall distribution is done by using the method of Normal, Gumbel, Log Normal, and Log Pearson. The analysis was done by calculating return period rainfall plans of 20, 50, 100, 200, 500 and 1000 years, Then, the discharge planning plan of flood hydrograph is using the Nakayasu method and tracing the flow in the reservoir using tracking methods flood (Flood Routing) for 24 hours. The analysis results that is obtained are: a volume capacity of 3.108 million m3 and a pump capacity of 2.5 m 3 /sec of 6 units, South Sunter can accommodate flood hydrograph for a while with the return period of 20, 50, 100, 200, 500 to 1000 years. Based on the results of flood routing for the return period of 1000 years, it is found that the reservoir can hold flood hydrograph which reached a volume of 2,201,857.971 m 3 with a time of flooding in the reservoir of 20,8 hours. From the analysis, it is certain that water will not experience overflow, so it can be concluded that the South Sunter is effective as a flood control reservoir. But in fact the catchment area of reservoirs are still flooding that may occur due to several factors, including the analysis doesn’t count the sedimentation, still using the initial design of reservoirs and operating system pumps in the calculation using the pump capacity and number of pump maximum within 24 hours as heavy rainfall . The pump is started at minutes 25 after the flood because at that time Sentiong river that receives water from the reservoir has no flooding.
