Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Peraturan Kota Depok Nomor 3 Tahun 2011 Pasal 55 terhadap ketertiban umum. Penelitian ini dilatarbelakangi oleh adanya suatu peraturan daerah di Kota Depok yang mengatur tentang jam operasional pusat perbelanjaan dan toko modern, sedangkan jam operasional tersebut tidak diberlakukan di Jakarta. Selain itu, di Kota Depok sempat marak terjadi tindak kriminal di malam hari yaitu pembegalan dan geng motor. Dengan diberlakukannya perda tersebut maka akan membuat jalanan menjadi lebih sepi dan gelap. Penelitian ini menggunakan metode penilitian kualitatif. Hasil penelitian ini menunjukkan bahwa kurangnya sosialisasi yang dilakukan oleh dinas yang terkait menyebabkan warga Kota Depok tidak mengetahui adanya Peraturan Daerah Nomor 3 Tahun 2011 Pasal 55. Selain itu, peraturan daerah tersebut belum efektif karena masih ada minimarket yang beroperasi diluar jam operasional. Peraturan daerah tersebut membuat jalanan menjadi lebih sepi dan gelap serta menyebabkan terjadinya tindak kriminal di malam hari. Tindak kriminal terjadi karena kurangnya tingkat keamanan dari kepolisian dan kurangnya sarana penerangan dari pemerintah daerah. This study aims to determine how the implementation of Depok City Regulation No. 3 of 2011 Article 55 on public order. This research is motivated by the existence of a local regulation in Depok City which regulates the operational hours of shopping centers and modern stores, while the operational hours are not enforced in Jakarta. In addition, in the city of Depok had rampant crime occurred in the night that is a motorcycle raid and a gang. With the enactment of the regulation it will make the streets become more quiet and dark. This research uses qualitative research method. The results of this study indicate that the lack of socialization conducted by related agencies caused the citizens of Depok City not to know the existence of Regional Regulation No. 3 of 2011 Article 55. In addition, the local regulation has not been effective because there are still minimarkets operating outside operating hours. The local regulations make the streets lighter and darker and cause crime in the night. Crime occurs because of a lack of security levels from the police and lack of means of lighting from the local government.
