Abstract

Tujuan yang ingin dicapai dalam penelitian ini adalah untuk mengetahui kinerja jalan terhadap pola pembatasan kendaraan dengan plat nomor ganjil genap pada koridor Jalan Jenderal Sudirman yang dilihat dari waktu tempuh, kecepatan lalu lintas, dan nilai rasio volume lalu lintas terhadap kapasitas jalan (rasio V/C). Rasio V/C mencerminkan tingkat pelayanan jalan (level of service) yang terdiri dari 6 tingkatan yaitu A, B, C, D, E, dan F dengan urutan dari tinggi ke rendah. Dilihat dari kinerja jalannya, akan diambil kesimpulan apakah pola pembatasan kendaraan dengan plat nomor ganjil genap masih bisa mengatasi kemacetan pada Jalan Jenderal Sudirman. Penelitian ini menggunakan metode survei yang langsung dilaksanakan di lokasi penelitian menggunakan alat perekam video, counter hitung, stopwatch, dan meteran. Survei dalam penelitian ini untuk mendapatkan data primer. Dari hasil survei di lapangan didapatkan data-data volume lalu lintas, waktu tempuh dan geometrik jalan. Hasil penelitian didapatkan bahwa pada pagi hari waktu tempuh mencapai 69 detik dengan kecepatan lalu lintas 10,43 km/jam dan nilai rasio V/C 0,70 serta nilai LoS C, dimana arus lalu lintasnya dalam kondisi stabil dan baik serta tidak terjadi kemacetan. Pada sore hari waktu tempuh mencapai 265 detik dengan kecepatan lalu lintas 2,72 km/jam dan nilai rasio V/C 0,94 serta nilai LoS E, dimana arus lalu lintasnya dalam kondisi tidak baik dengan volume pelayanan yang hampir berada pada kapasitas dan tingkat kemacetan sedang. Disimpulkan bahwa pola pembatasan kendaraan dengan plat nomor ganjil genap bisa mengatasi kemacetan di pagi hari namun tidak dapat mengatasi kemacetan di sore hari pada Jalan Jenderal Sudirman. The purpose that would be accomplished in this research is for knowing the performance of road against the pattern restriction of vehicles with odd-even of numbered plates at corridor of Sudirman Street that would be seen from travel time, the speed of traffic, and the value of the ratio of the volume of traffic against capacity of the road (V/C Ratio). V/C Ratio reflects the level of service of the road that consisting from 6 levels A, B, C, D, E, and F from high to low. Visits from the performance of road, will be concluded wheter the pattern restriction of vehicles with odd-even of numbered plates still can resolve the traffic jam at Jenderal Sudirman Street. This research used survey method that held at the location of research that used video tape recorders, hand counter, stopwatch, and meteran. Surveys in this research is to found primary data. From the results of the survey at the field can be found data of the volume of traffic, the speed of traffic and geometric of road. The results of this research showed that in the morning, the travel time is 69 second with the speed of traffic is 10,43 km/hr and the value of the V/C ratio is 0,70 and the value of LoS is C, where the traffic flow in stable condition and good and there is no traffic jam. In the evening, the travel time is 265 second with the speed of traffic is 2,72 km/hr and the value of the V/C ratio is 0,94 dan the value of LoS is E, where the traffic flow is not in good condition with the volume of services is almost at the capacity and the level of traffic jam is in the middle. It can concluded ,that the pattern restriction of vehicles with odd-even of numbered plates is resolve the traffic jam in the morning, but can’t resolve the traffic jam in the evening at Jenderal Sudirman Street.
