Abstract

Transfer antarpemerintah berperan penting sebagai salah satu sumber pendapatan daerah untuk mengurangi kesenjangan antara kebutuhan dan pendapatan. Walaupun jumlah transfer antarpemerintah meningkat setiap tahun karena adanya permintaan layanan publik, namun nyatanya pendapatan daerah terutama dari pajak belum seimbang dengan pengeluaran yang diinginkan. Tujuan penelitian ini dilakukan untuk mengetahui pengaruh Produk Domestik Regional Bruto, Dana Alokasi Umum, dan Kepadatan Penduduk di wilayah Metropolitan dan Non- Metropolitan di Pulau Jawa tahun 2019 dan mengetahui pengaruh Pajak dan Dana Alokasi Umum di provinsi dengan DAU tinggi dan provinsi dengan DAU renda di Pulau Jawa tahun 2010 – 2019. Selain itu, penelitian ini juga dilakukan untuk menganalisis penyebab fenomena flypaper effect di Pulau Jawa. Data sekunder yang digunakan adalah yaitu data cross-section dari Badan Pusat Statistik (BPS) masing-masing provinsi dan data panel dari Direktorat Jenderal Perimbangan Keuangan Kementerian Keuangan (DJPK). Adapun metode statistik yang digunakan pada penelitian ini yaitu metode regresi linear berganda dengan software E-Views SV.11 untuk melakukan uji hipotesis. Hasil penelitian secara parsial menunjukkan bahwa PDRB dan DAU berpengaruh positif dan signifikan terhadap belanja daerah di wilayah Metropolitan dan Non-Metropolitan. DAU dan Pajak berpengaruh positif dan signifikan terhadap belanja daerah di provinsi dengan DAU tinggi dan provinsi dengan DAU rendah. Kepadatan Penduduk berpengaruh positif dan signifikan terhadap belanja daerah di wilayah Metropolitan, namun tidak berpengaruh terhadap belanja daerah di wilayah Non-Metropolitan. Fenomena flypaper effect terjadi secara menyeluruh di Pulau Jawa, baik pada wilayah Metropolitan dan Non-Metropolitan maupun pada provinsi dengan DAU tinggi dan provinsi dengan DAU rendah. Intergovernmental transfers play an important role as one of the regional sources of income to reduce the gap between needs and income. Although the number of intergovernmental transfers increases every year due to the demand for public services, the fact that local revenues, especially from taxes, has not been balanced with the desired expenditures. The purpose of this study was to determine the influence of Gross Regional Domestic Product, General Allocation Fund, and Population Density in Metropolitan and non-Metropolitan areas in Java in 2019 and to determine the influence of Taxes and General Allocation Funds in provinces with high DAU and provinces with low DAU in Java in 2010 – 2019. In addition, this study was also conducted to analyze the causes of the flypaper effect phenomenon in Java. Secondary data used is cross-section data from the Central Statistics Agency (BPS) of each province and panel data from the Directorate General of Financial Balance of the Ministry of Finance (DJPK). The statistical method used in this study is a multiple linear regression method with E-Views SV.11 software to conduct hypothesis tests. The results of the study partially showed that GDP and DAU have a positive and significant effect on regional spending in Metropolitan and Non-Metropolitan areas. DAU and Tax have a positive and significant effect on regional spending in provinces with high DAU and provinces with low DAU. Population Density has a positive and significant effect on regional spending in Metropolitan areas, but has no effect on regional spending in non- Metropolitan areas. The flypaper effect phenomenon occurs thoroughly in Java, both in Metropolitan and Non-Metropolitan areas as well as in provinces with high DAU and provinces with low DAU.
