Abstract

Penelitian ini bertujuan untuk menganalisis keberadan pandemi Flu Asia di Indonesia sekaligus memaparkan penyebaran serta respon masyarakat dan pemerintah terkait keberadaan pandemi. Empat dekade setelah Flu Spanyol 1918, Indonesia kembali menghadapi pandemi influenza untuk kedua kalinya, yaitu Pandemi Flu Asia 1957. Disebabkan oleh virus influenza H2N2, pandemi Flu Asia berasal dari Cina dan menyebar ke Hongkong, Singapura, dan seluruh dunia, termasuk Indonesia. Flu Asia 1957 menjadi pandemi influenza kedua di dunia sekaligus menjadi pandemi pertama yang dihadapi pemerintah Republik Indonesia pasca-kemerdekaan. Pandemi Flu Asia di Indonesia berlangsung dari bulan Mei hingga Agustus dengan total penderita menurut Kementerian Kesehatan adalah 350.446 jiwa. Keberadaan Flu Asia menguji kerja pemerintah yang sedang mengalami banyak keterbatasan dan sedang melakukan pemulihan setelah Perang Kemerdekaan (1945-1949). Penelitian ini menggunakan metode sejarah, yakni pemilihan topik, heuristik, verifikasi, interpretasi, dan penulisan. Hasil penelitian menunjukkan bahwa: (1) Penyebaran pandemi Flu Asia di Indonesia disebabkan oleh terbukanya perbatasan, tidak adanya kebijakan konkret, dan tingginya mobilitas penduduk; (2) Dalam menanggulangi wabah pemerintah tidak menjalankan aturan perundangan dan mementingkan aspek ekonomi dibanding kesehatan; (3) Keterbatasan sarana kesehatan dan pelayanan medis menjadi halangan dalam menanggulangi wabah Flu Asia; (4) Muncul kebingungan di kalangan masyarakat akibat lambatnya kerja pemerintah dalam mengatasi wabah Flu Asia; (5) Terlihat persatuan antara masyarakat dan pemerintah dalam mengakhiri wabah Flu Asia di Indonesia. ***** This research aims to analyze the existence of the Asian Flu pandemic in Indonesia and examine the spread and response of the public and government. Four decades after the 1918 Spanish Flu, Indonesia again faced an influenza pandemic for the second time, namely the 1957 Asian Flu Pandemic. Caused by the H2N2 influenza virus, the Asian Flu pandemic originated in China and spread to Hong Kong, Singapore, and over the world, including Indonesia. The Asian Flu is the first pandemic facing the postcolonial government of the Republic of Indonesia. This pandemic occurred in Indonesia from May to August, with a total of suffereres according to Ministry of Health are 350.446 peoples. The Asian Flu existence indirectly tested the government’s work and readiness to deal with the global pandemic. The Asian Flu pandemic came when the government experienced limitations and reformed after the War of Independence (1945-1949). This study uses historical methods, there are pemilihan topik, heuristics, verification, interpretation, and writing. The results showed that: (1) the spread of Asian Flu Pandemic in Indonesia caused by the opening of borders, the absence of concrete policies, and the high mobility of the population; (2) In tackling the pandemic, the government does not comply with the laws and regulations, and also prioritizes the economic aspect over health; (3) Limited health facilities and medical services are obstacles in overcoming the Asian Flu outbreak; (4) There is confusion among the public due to the slow pace of government work in dealing with the Asian Flu outbreak; (5) There is unity between the community and the government in ending the Asian Flu outbreak in Indonesia
