Abstract

Penelitian ini bertujuan untuk mendeskripsikan program Gerakan Sayang Ibu (GSI) sebagai salah satu program pemerintah pada masa Orde Baru yang telah menginspirasi masyarakat dalam memperhatikan kesehatan dan menurunkan Angka Kematian Ibu (AKI). Selain itu penelitian ini membahas pelaksanaan Gerakan Sayang Ibu di wilayah Kabupaten Karawang yang menjadi salah satu dari delapan kabupaten percobaan, delapan kabupaten percobaan yang dimaksud yaitu Karawang (Jawa Barat), Pemalang (Jawa Tengah), Malang (Jawa Timur), Deli Serdang (Sumatera Utara), Ogan Komering Ulu (Sumatera Selatan), Lampung Tengah(Lampung), Bone (Sulawesi Selatan) dan Lombok tengah (Nusa Tenggara Barat). Metode yang digunakan dalam penulisan ini adalah metode historis yang mencangkup empat tahapan antara lain; heuristik, verifikasi, interpretasi dan historiografi. Berdasarkan hasil penelitian ini dapat disimpulkan bahwa Gerakan Sayang Ibu dapat menurunkan AKI dan dijadikan sebagai gerakan nasional. Pelaksanaan GSI di Karawang berhasil membawa perubahan dalam penurunan kematian ibu dari sebelum GSI (Agustus 1995 – Juli 1996) berjumlah 42 kematian menjadi 34 kematian ibu setelah GSI (Agustus 1996 – Juli 1997). Pada 21 Mei 1998, turunnya Presiden Soeharto berdampak pada program GSI. Dampak yang dialami seperti mulai meredup dan masuk pada bagian program-program pembangunan pemerintah lainnya. Hal ini disebabkan karena ketidak stabilan politik pada masa akhir Orde Baru, tetapi Gerakan Sayang Ibu tetap dipercaya dalam menurunkan angka kematian ibu. ***** This study aims to describe Gerakan Sayang Ibu (GSI) program as one of the government programs during the New Order era that had inspired the public to pay attention to health and reduce maternal mortality rate (MMR). In addition, this study discusses the implementation of Gerakan Sayang Ibu in the Karawang Regency, which is one of the eight experimental districts, the eight experimental districts in question are Karawang (West Java), Pemalang (Central Java), Malang (East Java), Deli Serdang (North Sumatra), Ogan Komering Ulu (South Sumatra), Central Lampung (Lampung), Bone (South Sulawesi), and Central Lombok (Western Lesser Sundas). The method used in this paper is the historical method which includes four stages, including; heuristics, verification, interpretation and historiography. Based on the results of this study, it can be concluded that Gerakan Sayang Ibu can reduce MMR and Become a national movement. The implementation of the GSI in Karawang succeeded in bringing about a change in the reduction in maternal mortality from before the GSI (August 1995 – July 1996) amounting to 42 deaths to 34 maternal deaths after the GSI (Ausgist 1996 – July 1997). On May 21, 1998, the resignation of President Suharto had an impact on the GSI program. The impacts experienced are starting to fade and enter other parts of the government's development programs. This was due to political instability at the end of the New Order, but the Mother's Friendly Movement was still trusted in reducing maternal mortality.
