Abstract

Dalam perwujudan upaya menggalakkan gerakan literasi nasional yang tidak hanya menjadi tanggung jawab pemerintah akan tetapi seluruh komponen masyarakat seperti organisasi sosial, pegiat literasi, orang tua, dan masyarakat. Ruang Baca Tanah Merah adalah salah satu ruang baca masyarakat yang dibangun atas inisiatif komunitas setempat sebagai wujud dari keseriusan masyarakat dalam menumbuhkembangkan hasrat membaca yang terletak di lingkungan padat penduduk yang termasuk juga bagian dari program Pemerintah Provinsi DKI Jakarta. Penelitian ini bertujuan untuk mengetahui secara mendalam dan menganalisis mengenai bentuk partisipasi komunitas dalam mendukung gerakan literasi masyarakat melalui wahana ruang baca tanah merah di Jakarta Utara. Pendekatan penelitian yang digunakan adalah kualitatif. Prosedur pengumpulan data dilakukan dengan cara observasi, wawancara melalui informan dan key informan, dan untuk melengkapinya dilakukan studi dokumentasi di Ruang Baca Tanah Merah, Tugu Selatan Jakarta Utara pada rentang waktu bulan April sampai dengan bulan Juli 2022. Wawancara dengan 2 (dua) orang informan yaitu dan satu orang yang merupakan ketua Ruang Baca Tanah Merah, 1 (satu) anggota komunitas kerja bakti dan 1 (satu) dan 1 (satu) key informan yaitu perwakilan dari Suku Dinas Perpustakaan dan Arsip Jakarta Utara. Temuan penelitian ini menunjukkan bahwa komunitas festival kerja bakti ikut berpartisipasi dalam rangka mendukung gerakan literasi masyarakat dimulai dari penggagasan, peresmian, sampai dengan mengelola kegiatan yang berjalan di ruang baca tanah merah. Dalam pengelolaannya, RBTM bersama masyarakat ikut berpartisipasi dalam gotong royong mengelola RBTM ini. Penelitian ini menyimpulkan bahwa bentuk bentuk partisipasi yang dilakukan oleh komunitas festival kerja bakti antara lain partisipasi dalam pengambilan keputusan, partisipasi dalam pelaksanaan, pengambilan manfaat, serta evaluasi serta terdapat hal pendukung dan penghambat dalam mendukung literasi masyarakat yang berasal dari luar dan dalam komunitas. ** In the realization of efforts to promote a national literacy movement which is not only the responsibility of the government but all components of society such as social organizations, literacy activists, parents, and the community. Tanah Merah Reading Room is one of the community reading rooms that was built at the initiative of the local community as a manifestation of the community's seriousness in developing the desire to read which is located in a densely populated environment which is also part of the DKI Jakarta Provincial Government program. This study aims to find out in depth and analyze the form of community participation in supporting the community literacy movement through the Tanah Merah reading room in North Jakarta. The research approach used is qualitative. The data collection procedure was carried out by means of observation, interviews with informants and key informants, and to complete it, a documentation study was carried out in the Tanah Merah Reading Room, South Tugu, North Jakarta in the period from April to July 2022. Interviews with 2 (two) informants, namely and one person who is the chairman of the Tanah Merah Reading Room, 1 (one) member of the community service and 1 (one) and 1 (one) key informant , namely representatives from the North Jakarta Library and Archives Sub-dept. The findings of this study indicate that the community service festival participates in supporting the community literacy movement starting from the initiation, inauguration, to managing activities that take place in the Tanah Merah reading room. In its management, the RBTM together with the community participate in mutual cooperation in managing this RBTM. This study concludes that the forms of participation carried out by the community service festival include participation in decision-making, participation in implementation, benefit-taking, and evaluation and there are supporting and inhibiting factors in supporting community literacy from outside and within the community.
