Abstract

Tujuan dari penelitian ini adalah untuk mengevaluasi pembinaan penjaminan mutu pendidikan pada program sekolah model di Wilayah V Provinsi Jawa Barat, yang meliputi: 1) Dasar Hukum dan Kebijakan, tujuan dan sasaran program; 2) Sumber daya yang digunakan yang meliputi rancangan kegiatan, pemilihan sekolah model, dan pembiayaan; 3) Proses pelaksanaan kegiatan yang meliputi perencanaan, pengorganisasian, pelaksanaan, dan evaluasi; serta 4) Hasil pencapaian pembinaan. Penelitian ini menggunakan pendekatan kualitatif dengan model CIPP. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Hasil dari penelitian ini mengindikasikan bahwa penyelenggaraan pembinaan penjaminan mutu Pendidikan pada sekolah model di Wilayah V Provinsi Jawa Barat berlandasakan pada peraturan perundang-undangan yang ada, dilaksanakan secara komprehensif sesuai dengan panduan penyelenggaraan. Pada aspek kontek perlu adanya pengalokasian sumber daya sesuai kebutuhan dan tujuan program yang didukung oleh kebijakan holistik. Pada aspek input perlu adanya pemilihan sekolah model dan penggunaan biaya secara sistematis sesuai yang ditetapkan oleh LPMP atau BBPMP. Pada aspek proses perlu melibatkan pihak yang berkompeten untuk menganalisis instrument hasil evaluasi. Pada aspek produk dalam pembinaan penjaminan mutu Pendidikan perlu memperhatikan rancangan model pembinaan, diantaranya; 1) analisis kebutuhan, 2) perencanaan pembinaan, 3) pelaksanaan pembinaan, 4) evaluasi pembinaan, dan 6) tindak lanjut. ******** ABSTRACT The purpose of this study is to evaluate the development of education quality assurance in the model school program in Region V West Java Province, which includes: 1) Legal and Policy Basis, program goals and objectives; 2) The resources used include activity design, model school selection, and financing; 3) The process of implementing activities which include planning, organizing, implementing, and evaluating; and 4) The results of the coaching achievement. This study uses a qualitative approach with the CIPP model. Data collection techniques using observation, interviews and documentation. The results of this study indicate that the implementation of education quality assurance development in model schools in Region V West Java Province is based on the existing laws and regulations, implemented comprehensively in accordance with the implementation guidelines. In the context aspect, it is necessary to allocate resources according to the needs and objectives of the program supported by a holistic policy. In the input aspect, it is necessary to select a model school and use costs in a systematic way as determined by the LPMP or BBPMP. In the process aspect, it is necessary to involve a competent party to analyze the instrument of evaluation results. In the product aspect in the development of education quality assurance, it is necessary to pay attention to the design of the coaching model, including: 1) needs analysis, 2) coaching planning, 3) implementation of coaching, 4) evaluation of coaching, and 6) follow-up.
