Abstract

The purpose of this study is to evaluate the empowerment program for retired Indonesian workers/problematic Indonesian workers/Indonesian citizens overstayers and their families by the Center for the Placement and Protection of Indonesian Migrant Workers (BP3TKI) Serang. The research was conducted using a qualitative approach that uses an evaluation method with the CIPP Stufflebeam model (Context, Input, Process and Product). Research data collection is done through observation, interviews and documentation. After processing the data, the results obtained from the evaluation of the Indonesian Migrant Worker empowerment program show that: (1) from the context aspect, there is a need for optimization in carrying out empowerment activities for Retired TKI/TKIB/WNIO and their families in order to achieve what is stated in the law so that TKI who working abroad is empowered and efficient; (2) from the input aspect, starting from the number of participants in each class, the availability of participants, the selection of resource persons and determining the needs of the participants, it is very good and running effectively; (3) the process aspects have been very well done by identifying the potential of the area that will become the location of empowerment and what researchers think is necessary and important to do is monitoring and supervision after the empowerment is carried out; (4) the product aspect, the researcher saw a positive impact on the ability of participants to use their income, but there were still many participants who did not continue their business and returned to work abroad. *** Tujuan penelitian ini adalah penelitian evaluasi program pemberdayaan tenaga kerja Indonesia purna/tenaga kerja Indonesia bermasalah/warga negara Indonesia overstayers dan keluarganya oleh Balai Pelayanan Penempatan dan Perlindungan Tenaga Kerja Indonesia (BP3TKI) Serang. Penelitian dilakukan dengan menggunakan pendekatan kualitatif yang menggunakan metode evaluasi dengan model CIPP Stufflebeam (Context, Input, Process dan Product). Pengumpulan data penelitian dilakukan melalui Observasi, wawancara dan dokumentasi. Setelah dilakukan pengolahan data didapatkan hasil penelitian dari evaluasi program pemberdayaan Tenaga Kerja Indonesia menunjukkan bahwa : (1) dari aspeks konteks perlu adanya optimalisasi dalam menjalankan kegiatan pemberdayaan TKI Purna/TKIB/WNIO dan keluarganya agar tercapai apa yang termahtum dalam undang-undang agar TKI yang bekerja di luar negeri terberdaya dan berdayaguna; (2) dari aspeks input mulai dari jumlah peserta dalam setiap kelas, ketersediaan peserta, pemilihan narasumber dan penentuan kebutuhan peserta sudah sangat baik dan berjalan efektif; (3) aspeks proses sudah sangat baik dilakukan dengan mengidentifikasi potensi daerah yang akan menjadi lokasi pemberdayaan dan sangat kurang yang peneliti anggap perlu dan penting dilakukan adalah monitoring dan pengawasan pasca pemberdayaan dilaksanakan; (4) aspek produk peneliti melihat adanya dampak positif dari kemampuan peserta dalam memanfaatkan uang penghasilannya tetapi masih banyak juga peserta yang tidak melanjutkan usahanya dan kembali lagi bekerja keluar negeri.
