Abstract
Bencana banjir yang sering terjadi di wilayah DKI Jakarta menjadikan pemerintah DKI Jakarta menyiapkan upaya dalam penanggulangan bencana banjir, salah satunya ialah menyediakan alat peringatan dini berupa pengeras suara yang bernama Disaster Early Warning System (DEWS). Dan salah satu wilayah rawan banjir di DKI Jakarta ialah Kelurahan Bidaracina, untuk itu kelurahan ini dipasangkan alat peringatan dini banjir yakni pengeras suara. Penelitian ini bertujuan untuk mengetahui penggunaan speaker Disaster Early Warning System (DEWS) di Kelurahan Bidaracina, Jakarta Timur. Metode penelitian ini adalah deskriptif kualitatif. Penelitian ini terbagi menjadi dua informan, yaitu informan kunci yang berasal dari instansi BPBD DKI Jakarta yakni Kepala Satuan Pelayanan Pusat Data dan Informasi (Pusdatin) dan untuk informan pendukung yang berjumlah sepuluh orang masyarakat yang tinggal di Kelurahan Bidaracina dari sebelum dan sesudah adanya speaker DEWS. Teknik pengumpulan data yang digunakan adalah observasi, dokumentasi, wawancara, dan studi literatur. Teknik analisis data dalam penelitian ini menggunakan analisis deskriptif; terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penggunaan Speaker Disaster Early Warning System atau DEWS di RW 7, 11, dan 14 sudah dirasakan sebagaimana mestinya yaitu peringatan dini banjir. Posisi titik speaker Disaster Early Warning System (DEWS) ini ada yang berada di wilayah rawan banjir dan ada juga yang tidak berada di wilayah rawan banjir. Masyarakat yang tinggal di wilayah yang rawan banjir namun tidak terjangkau suara speaker Disaster Early Warning System (DEWS) menggunakan sosial media untuk mendapatkan informasi tentang peringatan dini banjir. Kata Kunci : Respon Masyarakat, Banjir, dan Peringatan Dini Flood disasters that often occur in the DKI Jakarta area have prompted the DKI Jakarta government to prepare efforts to deal with flood disasters, one of which is providing an early warning device in the form of a loudspeaker called the Disaster Early Warning System (DEWS). And one of the flood-prone areas in DKI Jakarta is the Bidaracina Village, for this reason this urban village has installed a flood early warning device, namely a loudspeaker. This study aims to determine the use of Disaster Early Warning System (DEWS) speakers in Bidaracina Village, East Jakarta. This research method is descriptive qualitative. This research was divided into two informants, namely key informants who came from the DKI Jakarta BPBD agency, namely the Head of the Data and Information Center Service Unit (Pusdatin) and for supporting informants who numbered ten people who lived in Bidaracina Village from before and after the DEWS speaker. Data collection techniques used are observation, interviews, and literature studies. Data analysis techniques in this study used descriptive analysis; consists of data reduction, data presentation, and drawing conclusions. The results showed that the use of the Speaker Disaster Early Warning System or DEWS in RW 7, 11 and 14 was felt as it should be, namely flood early warning. The position of the Disaster Early Warning System (DEWS) speaker points is that there are those in flood-prone areas and some that are not in flood-prone areas. People who live in flood-prone areas but cannot be reached by the speakers of the Disaster Early Warning System (DEWS) use social media to get information about flood early warning.
