Abstract

Penelitian ini bertujuan untuk menjelaskan eksistensi becak di Jakarta pada awal kedatangannya tahun 1930 sampai dilarang untuk beroperasi pada tahun 1990. Pembahasan ini dilatarbelakangi pada tiga permasalahan, yaitu sejarah kedatangan becak di Jakarta, dinamika perkembangan becak di Jakarta, serta kebijakan pemerintah DKI Jakarta dalam menangani permasalahan becak. Penelitian ini menggunakan metode sejarah atau historis dengan pendekatan deksriptif naratif. Metode sejarah memiliki empat tahapan yakni heuristik atau pengumpulan sumber, verifikasi atau kritik sumber, interpretasi yaitu menyusun fakta yang telah diperoleh, dan historiografi adalah penulisan sejarah. Sementara pengumpulan data dalam penelitian ini di dapat dari arsip Dinas Perpustakaan Kearsipan Provinsi DKI Jakarta, buku, artikel, dan jurnal yang berkaitan dengan topik penelitian. Hasil dari penelitian yang telah dilakukan diketahui bahwa becak masuk ke Jakarta pada tahun 1930, yang dikenalkan dari beberapa wilayah seperti Hongkong, Singapura, dan Makassar. Jumlah becak meningkat sangat pesat hingga menjadi transportasi popular di Jakarta yang kemudian dijuluki sebagai Raja Jalanan. Pemerintah DKI Jakarta mengeluarkan berbagai kebijakan karena keberadaan becak yang menimbulkan permasalahan lalu lintas. Diantara kebijakan Pemerintah DKI Jakarta untuk mengatasi permasalahan tersebut adalah dengan memberlakukan sistem Daerah Bebas Becak, merazia becak, dan mengimpor transportasi umum lain. Meskipun demikian, becak masih tetap mempertahankan eksistensinya dalam waktu yang cukup lama ditengah kebijakan yang dilakukan Pemerintah DKI sampai akhirnya benar-benar disingkirkan dari Jakarta. The aim of this research is that to determine the existence of pedicab in Jakarta from the beginning of their arrival in 1930 until they were banned from operating in 1990. This study is motivated by three issues, namely the history of the arrival of pedicab in Jakarta, the dynamics of the development of pedicab in Jakarta, and government policies in dealing with the problem related to pedicab in Jakarta. This study used historical research methods with a narrative descriptive approach. The historical method has four stages that are heuristics or collecting sources, verifying or critizing sources, interpretation namely compiling the facts which have been obtained, and historiography which is writing history. Meanwhile, data collection in this study was obtained from archives of DKI Jakarta Archives Library Service, books, article, and journals related to the research topic. The result of the research which had been conducted shows that pedicab entered Jakarta in 1930, which were introduced from several areas such as Hongkong, Singapore, and Makassar. The number of pedicabs increased very rapidly until they became popular transportation in Jakarta, which was later dubbed the King of the Streets. The government of DKI Jakarta has issued various policies due to the existence of pedicabs causing traffic problems. Among the policies of the Government of DKI Jakarta to overcome these problems are by imposing a system of Pedicab Free Areas, raiding pedicabs, and importing other public transportation. However, the pedicab has still maintained its existence for quite a long time amid the policies which have been implemented by the DKI Government until pedicab is finally completely removed from Jakarta.
