Abstract

Kawasan hutan Mangrove “Ecomarine Muara Angke” berada di wilayah kecamatan Penjaringan, Kelurahan Pluit, Kotamadya Jakarta Utara. Hutan mangrove mempunyai fungsi ekologis sebagai pelindung pantai, mencegah intrusi air. Penyebab rusaknya vegetasi mangrove di Ecomarine Muara Angke adalah banyaknya permukiman, tumpukan sampah, dan limbah yang masuk ke lokasi tersebut. Tujuan penelitian ini adalah untuk menganalisis peran pemerintah dan masyarakat dalam mengelola vegetasi mangrove di Ecomarine Muara Angke untuk ekosistem pesisir berkelanjutan. Jenis penelitian menggunakan penelitian kualitatif yaitu desain studi kasus. Hasil penelitian menunjukkan bahwa Kawasan hutan Ecomarine mangrove Muara Angke merupakan hutan mangrove yang dikelola oleh Komunitas Mangrove Muara Angke (KOMMA). Penanaman mangrove di sekitar pantai yang hidupnya tergantung pada pasang surut air laut. Jenis mangrove yang ditanam di Ecomarine Muara Angke terdiri dari bakau, api-api, pidada dan pohon nipah paling depan pantai, merupakan penahan gelombang. Pemerintah diharapkan merelokasi penduduk ilegal yang tinggal disekitar Ecomarine Muara Angke tanpa biaya sewa dan disana masyarakat masih bisa mencari nafkah tanpa merusak ekosistem di dalamnya. Pengelolaan Ecomarine Muara Angke sebaiknya di bawah pengelolaan swasta namun di bawah pengawasan pemerintah dan Ecomarine bisa dijadikan menjadi kawasan konservasi alam seperti Taman Wisata Muara Angke. Berdasarkan analisis pembahasan maka dapat disimpulkan masyarakat sudah berperan dalam pengelolaan Ecomarine Muara Angke namun perlu lebih ditingkatkan. Di sekitar Ecomarine Muara Angke banyak terdapat permukiman illegal. Pemerintah masih kurang berperan dalam pengelolaan Ecomarine Muara Angke. **** The Mangrove forest area “Ecomarine Muara Angke” is located in the Penjaringan sub-district, Pluit sub-district, North Jakarta municipality. Mangrove forests have an ecological functions, including protecting the coast, preventing water intrusion. Human needs cause intervention and over-exploitation of the sustainability of mangroves and their ecosystems due to land conversion. The cause of the damage to the mangrove vegetation in the Muara Angke ecomarinie is the large number of settlements, piles of garbage and waste that enters the location. The purpose of this research is to analyze the role of government and society in managing mangrove vegetation in the Muara Angke ecomarine for a sustainable coastal ecosystem. This type of research uses a type of qualitative research, namely a case study design. The results of the study were that the Muara Angke mangrove ecomarine forest area is a mangrove forest managed by the Muara Angke Mangrove Community (KOMMA). Planting mangroves around the coast whose life depends on the tides. The types of mangroves planted in the Muara Angke ecomarine consist of mangroves, api-api, pidada and nipa palm trees at the very front of the beach which are wave breakers. In this research, it is hoped that the government will relocate illegal residents who live around Ecomarine Muara Angke without rent and there the community can still make a living without destroying the ecosystem in it. The management of the Muara Angke ecomarine should be under private management but under the supervision of the government and the ecomarine can be turned into a nature conservation area such as the Muara Angke Tourism Park. Based on the discussion analysis, it can be concluded that the community has played a role in the management of the Muara Angke ecomarine but needs to be further improved. Around the Muara Angke ecomarine there are many illegal settlements. This has an impact on the mangrove ecosystem because of the disposal of household waste, in addition to industrial waste, and consignments of garbage that can disturb the habitat of the mangrove ecosystem. The government still lacks a role in the management of the Muara Angke Ecomarine, such as financial support for the development and maintenance or management of mangrove forests.
