Abstract

Penelitian ini bertujuan untuk mengevaluasi program Sport Tourism di Kabupaten Samosir, Provinsi Sumatera Utara. Sport Tourism telah menjadi bagian dari industry pariwisata dengan perkembangan yang sangat pesat di berbagai daerah di Indonesia. Salah satu segmen industry pariwisata yang paling cepat berkembang adalah perjalanan yang berkaitan dengan olahraga dan aktivitas fisik. Target setiap event yang diselenggarakan tentunya akan berbeda setiap tahunnya, karena penyelenggaraan secara optimal akan menjadi keuntungan tersendiri dari setiap event yang diselenggarakan. Metode penelitian yang digunakan dalam penelitian ini adalah model CIPP yang meliputi context, input, process dan product evaluasi. narasumber informasi terkait penelitian ini berjumlah 136 yang terdiri dari informan pada event solu bolon dan samosir ultra marathon, dan atlet/peserta yang mengikuti event solu bolon dan samosir ultra marathon. Temuan pada penelitian ini terkait dengan evaluasi context yaitu terdapat landasan program Sport Tourism yang terkait visi dan misi, serta tujuan program. Evaluasi input menyatakan bahwa program Sport Tourism di dukung dengan sumber daya alam dan manusia yang mumpuni, sarana dan prasarana yang memadai untuk menyelenggarakan event. Untuk evaluasi proses bahwa pelaksanaan solu bolon kurang sempurna karena target pencapaian peserta tidak sampai ke luar negeri. Proses pelaksanaan event solu bolon juga kurang maksimal karena minimnya sarana dan prasarana yang digunakan. Sedangkan proses samosir ultra marathon bisa dikategorikan baik dengan didukung penuh oleh semua staketholder. Pada evaluasi produk target capaian setelah event kurang maksimal karena kurang ada perteumbuhan ekonomi dan pariwisata setelah event diselenggarakan. Namun keberlanjutan dari program ini tetap dilaksanakan setiap tahun. Sehingga dapat disimpulkan bahwa evaluasi program Sport Tourism ini sangat bermanfaat untuk menilai dari program yang telah dilaksanakan sehingga dapat diputuskan keberlanjutannya. Untuk penelitian selanjutnya bisa disempurnakan dengan menggali informasi seperti keramahan, kebersihan lingkungan, pengembangan destinasi yang berdaya saing dan peningkatan industri pariwisata yang berkelanjutan, peningkatan dan pengembangan wirausaha baru berbasis ekonomi kreatif dalam mendukung pariwisata. Kata kunci: Sport Tourism, evaluasi, olahraga, tourism This study aims to evaluate the Sport Tourism program in Samosir Regency, North Sumatra Province. Sport Tourism has become part of the tourism industry with very rapid development in various regions in Indonesia. One of the fastest growing segments of the tourism industry is travel related to sports and physical activity. The target of each event held will certainly be different every year, because optimal implementation will be a distinct advantage of each event held. By evaluating the Sport Tourism development program, it will find the facts of implementation in the field, the results of which can have a positive or negative impact based on fields related to the implementation of an activity. The research method used in this study is the CIPP model which includes context, input, process and product evaluation. There were 136 informants related to this research, consisting of informants who handled the solu bolon and samosir ultra marathon, and athletes/participants who took part in the solu bolon and samosir ultra marathon events. The findings in this study are related to context evaluation, namely that there is a Sport Tourism program foundation related to the vision and mission, as well as program objectives. The input evaluation states that the Sport Tourism program is supported by qualified natural and human resources, adequate facilities and infrastructure to organize events. To evaluate the process that the implementation of solu bolon was not perfect because the participants' achievement targets did not reach overseas. The process of implementing the Solu Bolon event is also not optimal due to the lack of facilities and infrastructure used. Meanwhile, the ultra-marathon samosir process can be categorized as good with full support from all stakeholders. In the evaluation of the product, the achievement target after the event was less than optimal because there was less economic and tourism growth after the event was held. However, the sustainability of this program is still carried out every year. There are several obstacles such as the lack of friendliness and environmental cleanliness from the surrounding community, the development of competitive destinations and the improvement of the sustainable tourism industry, the improvement and development of new entrepreneurs based on the creative economy in supporting tourism. So it can be concluded that the evaluation of the Sport Tourism program is very useful to assess the program that has been implemented so that it can be decided on its sustainability.
