Abstract
Zahra Fortuna. Makna Sosial Dana Hibah Pada Usaha Kecil Dan Menengah di Masa Pandemi Covid-19 (Studi Kasus Penerima Program BPUM: Pedagang Kaki Lima Di Kawasan Kalisari) Skripsi. Jakarta: Program Studi Sosiologi, Fakultas Ilmu Sosial, Universitas Negeri Jakarta, 2022. Penelitian ini memiliki tujuan utama ialah untuk dapat mendeskripsikan bagaimana pola kehidupan pedagang kaki lima yang berada di Kawasan Kalisari. Selain itu peneliti juga akan mendeskripsikan bagaimana dana hibah BPUM di maknai oleh para pedagang kaki lima di Kawasan Kalisari dengan menggunakan teori Viviana Zelizer The Social Meaning of Money. Pada penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, subjek penelitian ini ialah pedagang kaki lima sebanyak 7 orang sebagai informan dan 2 orang pihak kecamatan dan kelurahan yang berada Kalisari, Jakarta Timur dalam data sebagai bentuk Triangulasi. Penelitian ini dilaksanakan pada bulan Oktober tahun 2022. Pada proses pengumpulan data penelitian melalui observasi, melakukan wawancara mendalam bersama informan pedagang kaki lima dan pihak kecamatan serta Kelurahan, dan juga dokumentasi secara langsung yang berasal dari informan. Hasil dari penelitian ini menunjukkan bahwa kehidupan sosial pedagang kaki lima di Kawasan Kalisari pada saat pandemi Covid-19 mengalami kemerosotan dalam pendapatan sehingga membuat beberapa pedagang mengalami kesulitan dalam memenuhi kebutuhan hidupnya ataupun memutar modal dan mempertahankan usaha, karena pandemi membuat sebagian pedagang sepi akan pelanggan disebabkan adanya keterbatasan aktivitas yang pemerintah buat untuk dapat memutus rantai penyebaran, dengan tujuan memutus rantai Covid-19. Pedagang kaki lima yang berada di Kawasan Kalisari memiliki beragam macam makna sosial dana hibah dari pemberian bantuan tunai secara hibah kepada pedagang kaki lima memiliki 3 jenis makna meliputi: Pemberian dana bantuan secara hibah dimaknai dana hibah sebagai hadiah, dana hibah sebagai keperluan kebutuhan keluarga dan dana hibah yang diberikan mampu membantu pedagang dalam memutarkan modal usaha dan bertahan di masa pandemi. Namun, dalam penggunaan bantuan tidak semua pedagang menggunakan bantuan hibah tersebut sebagai modal usaha ataupun mengembangkan usaha dan bertahan di masa pandemi Covid-19 sesuai dengan tujuan pemerintah dan dana tersebut digunakan untuk dapat memenuhi kebutuhan sehari-hari yang lebih mendesak dan lebih dibutuhkan. Adapun dari 3 makna tersebut adanya dualitas horizontal dan juga vertikal yang terjadi antara pemerintah sebagai pemberi hibah dengan pedagang kaki lima sebagai penerima hibah dan pedagang kaki lima sesama pedagang kaki kaki lima sebagai penerima hibah. ABSTRACT Zahra Fortuna, "The Social Significance of Grant Financial Assistance for Small and Medium-Sized Businesses in the Era of the COVID Pandemic" (Study Case of the Recipients of the BPUM Program: The Cadgers at Kalisari Intersection). Essay. Sociology Program Study, Faculty of Social and Political Science, University of Jakarta, Jakarta, 2022. The primary aim of this study is to provide a comprehensive description of the lifestyle of street vendors operating in the Kalisari region. Furthermore, the researcher will elucidate the manner in which BPUM awards are comprehended by street vendors in the Kalisari region, using Viviana Zelizer's theoretical framework, namely The Social Meaning of Money. In this research, I use qualitative methods with a case study approach. These research subjects are 7 cadgers as respondents and the other 2 members of sub-districts in Pasar Rebo and Kalisari, East Jakarta, as triangulation data. This research was due in October 2022. In order to gather data, it was necessary to directly record the interviews with the sub-district members and information sources as well as to observe them. The findings of this study suggest that street vendors in the Kalisari area faced a decrease in income during the COVID-19 pandemic. Consequently, some traders encountered challenges in meeting their financial obligations, reinvesting in their businesses, and sustaining their operations. This was primarily attributed to the limited government-sanctioned activities aimed at disrupting the distribution chain in order to curb the spread of COVID-19, which resulted in a reduced number of customers for these vendors. The presence of vendors on the street in the Kalisari neighborhood has a diverse range of social significances. The allocation of financial resources via cash support grants to street sellers has three distinct connotations, which are as follows: The allocation of aid money in the form of grants may be seen as a means of offering financial assistance, addressing both familial necessities and business-related requirements. These grants serve to support traders in maintaining their commercial operations and ensuring their survival among the challenges posed by a pandemic. Nevertheless, not all merchants used the grant aid as business capital or for company development purposes in alignment with the government's objectives during the COVID-19 epidemic. Instead, these funds were allocated towards meeting immediate and essential daily need. Regarding these three interpretations, there exists a twofold relationship, both horizontally and vertically, between the government as the entity providing grants, the street vendors as the receivers of these grants, and the street merchants themselves as fellow recipients of grants.
