Abstract

Tanah merupakan kebutuhan hidup yang sangat mendasar bagi kehidupan manusia, setiap aktivitas manusia selalu berhubungan dengan tanah. Kebutuhan tanah dari tahun ke tahun terus meningkat, sementara tanah yang tersedia sangatlah terbatas. Untuk itulah pengadaan tanah untuk kepentingan umum hadir sebagai produk dari reforma agraria. Pengadaan Tanah Bagi Kepentingan Umum adalah pengadaan tanah yang digunakan untuk hajat hidup orang banyak. Jenis kepentingan umum yang penulis bahas adalah fasilitas sosial, fasilitas umum, dan ruang publik terbuka hijau salah satu bentuknya adalah Ruang Terpadu Ramah Anak (RPTRA). Secara spasial penelitian ini dibatasi di DKI Jakarta dan secara temporal di pada 2015-2018. Metode yang penulis lakukan adalah studi literatur di berbagai berita,jurnal,ataupun publikasi wawancara terkait RPTRA yang ada di 5 Kota Adimintrasi dan 1 Kabupaten Administrasi di Jakarta. Diantaranya pada Jakarta Pusat penulis memilih RPTRA Kenanga. Pada daerah Jakarta Utara penulis memilih RPTRA Kalijodo, di Jakarta Barat penulis memilih RPTRA Nusa Indah, Jakarta Timur penulis memilih RPTRA Cililitan, dan Jakarta Selatan penulis memilih RPTRA Anggrek Bintaro, serta RPTRA Amiterdam di Kepulauan Seribu. Hasil yang penulis peroleh dari pengadaan tanah di RPTRA tersebut memiliki respon masyarakat yang berbeda saat proses pembangunanya, ada masyarakat yang menolak dan menyetujui. Pengadaan tanah untuk RPTRA ini memiliki dampak positif, dan negatif bagi masyarakat. ***** Land is a very necessity of life for human life, every human activity is always related to land. The need for land from year to year continues to increase, while the available land is very limited. For this reason, land acquisition for public interest exists as a product of agrarian reform. Land Procurement for Public Interest is land acquisition that is used for the livelihood of many people. The types of public interest that the author discusses are social facilities, public facilities, and green open public spaces, one of which is the Child-Friendly Integrated Space (RPTRA). Spatially this research is limited to DKI Jakarta and temporally in 2015-2018. The method used by the author is a literature study in various news, journals, or interview publications related to RPTRAs in 5 Administrative Cities and 1 Administrative District in Jakarta. Among them in Central Jakarta the author chose RPTRA Kenanga. In the North Jakarta area the authors chose the Kalijodo RPTRA, in West Jakarta the authors chose the Nusa Indah RPTRA, East Jakarta the authors chose the Cililitan RPTRA, and South Jakarta the authors chose the Anggrek Bintaro RPTRA, as well as the Amiterdam RPTRA in the Thousand Islands. The results that the author obtained from land acquisition at the RPTRA had a different community response during the construction process, there were people who refused and agreed. Land acquisition for this RPTRA has both positive and negative impacts on the community.
