Abstract

Penelitian ini bertujuan untuk menganalisis pengelolaan sampah anorganik rumah tangga oleh bank sampah Cucak Rowo, Cipinang Besar Selatan, Jakarta Timur. Metode Penelitian yang digunakan adalah deskriptif kualitatif, subjek penelitian ini terbagi menjadi dua yaitu informasi kunci yang terdiri dari ketua pengelola bank sampah dan ketua RW 02 Cipinang Besar Selatan; dan informan pendukung adalah anggota nasabah bank sampah Cucak Rowo RW 02. Teknik pengumpulan data melalui wawancara, observasi dan dokumnetasi. Teknik analisis penelitian ini menggunakan reduksi dalam penyajian data, dan penarikan kesimpulan lalu dilakukan pemeriksaan keabsahan data menggunakan triangulasi. Hasil penelitian ini bahwa dari aspek kelembagaan, aspek pembiayaan, aspek hukum dan peraturan, aspek teknik operasional dan aspek partisipasi masyarakat masih belum berjalan dengan baik. Aspek kelembagaan untuk pembagian tugas antar pengurus sudah jelas, sudah dilakukan pengawasan serta evaluasi oleh Lembaga lingkungan atau pendamping yaitu DCA. Namun, untuk pelatihan belum pernah dilakukan oleh pemerintah maupun Lembaga Lingkungan. Aspek pembiayaan, setor hasil sampah dikelola oleh bendahara bank sampah RW 02. Kemudian tabungan tiap nasabah dipotong 15% dan 75% diserahkan ke nasabah bank sampah. Namun, penggunan perawatan dan pengembangan bank sampah belum dianggarkan. Aspek hukum dan peraturan belum ada peraturan secara tertulis. Aspek Teknik operasional, alat operasional penunjang bank sampah RW 02 cukup mendukung. Namun untuk dilapangan, para nasabah bank sampah saat penyetoran sampah masih kurang kondusif. Aspek partisipasi masyarakat, masyarakat cukup aktif dalam mengikuti kegiatan bank sampah, tetapi masyarakat kalangan remaja atau karang taruna belum berperan aktif. This study aims to analyze the management of household inorganic waste by the Cucak Rowo waste bank, Cipinang Besar Selatan, East Jakarta. The research method used is descriptive qualitative. The subject of this research is divided into two, namely key information consisting of the head of the waste bank manager and the head of RW 02 Cipinang Besar Selatan; and supporting informants are members of Cucak Rowo RW 02 waste bank customers. Data collection techniques are through interviews, observation and documentation. The analysis technique of this study used data reduction, data presentation, and conclusions drawn and then checked the validity of the data using triangulation. The results of this study show that from the institutional aspect, the financing aspect, the legal and regulatory aspects, the operational technical aspects and the community participation aspect, it is still not going well. The institutional aspect for the division of tasks between administrators is clear, supervision and evaluation have been carried out by an environmental or companion agency, namely the DCA. However, training has never been carried out by the government or the Environmental Agency. In terms of financing, the deposit of waste products is managed by the treasurer of the RW 02 waste bank. Then each customer's savings are deducted by 15% and 75% is handed over to the waste bank customer. However, the use of maintenance and development of waste banks has not been budgeted for. There are no written regulations in terms of legal and regulatory aspects. Operational technical aspects, supporting operational tools for the RW 02 waste bank are quite supportive. However, in the field, waste bank customers when depositing waste are still not conducive. In the aspect of community participation, the community is quite active in participating in waste bank activities, but the youth community or youth organizations have not played an active role.
