Abstract

ABSTRAK Aldyanto Putra Prathama, Peran Civil Society ECPAT Indonesia dalam Mengatasi Eksploitasi Seksual Anak di Ranah Daring (Studi Kasus: Kajian Peta Jalan Perlindungan Anak di Ranah Daring Oleh End Child Prostitution, Child Pornography and the Trafficking of Children for Sexual Purposes (ECPAT Indonesia). Skripsi, Jakarta, Program Studi Sosiologi, Fakultas Ilmu Sosial, Universitas Negeri Jakarta, 2023. Penelitian ini bertujuan untuk mendeskripsikan peran civil society sebagai ruang tempat kelompok sosial yang meliputi organisasi non-pemerintah/lembaga swadaya masyarakat dan memiliki fungsi sebagai pengawas suatu kebijakan dan praktik dari pemerintah. ECPAT Indonesia sebagai lembaga keswadayaan berperan untuk mengatasi kasus eksploitasi seksual komersial anak di Indonesia. Penelitian melihat peran ECPAT Indonesia dalam upaya advokasi perlindungan anak melalui penyusunan Peta Jalan Perlindungan Anak di Ranah Daring 2020, analisis resiko dan bentuk-bentuk eksploitasi seksual komersial di ranah daring, dan upaya dalam membuat strategi kebijakan bagi perlindungan anak. Penelitian ini menggunakan pendekatan kualitatif melalui metode deskriptif untuk mendeskripsikan fenomena yang ada, studi pustaka dan internet, serta wawancara mendalam. Penelitian dilakukan pada bulan Januari-Februari 2021. Subjek dalam penelitian ini adalah 6 informan, terdiri atas 2 informan kunci dari ECPAT Indonesia, 2 informan pendukung dari aliansi Indonesia Child Online Protection (ID-COP), dan 2 informan triangulasi data dari Yayasan Bandungwangi. Hasil penelitian menunjukkan adanya kekosongan regulasi yang mengatur perlindungan anak di ranah daring dari bentuk-bentuk eksploitasi seksual komersial anak. ECPAT Indonesia berupaya mendorong untuk memastikan semua pemangku kepentingan mempunyai suatu rekomendasi kebijakan secara spesifik perlindungan anak di internet melalui Peta Jalan Perlindungan Anak di Ranah Daring 2020 sebagai upaya mencegah eksploitasi seksual komersial anak dan sebagai pedoman untuk menjadi rujukan bersama dari setiap pemangku kepentingan. Dalam hal ini LSM tidak hanya dilihat sebagai pelaksana kebijakan dalam pembangunan untuk pemerintah namun juga menjadi mitra tepercaya dan strategis untuk mendorong rumusan kebijakan dan memiliki peran penting dalam pembangunan sebagai upaya untuk melindungi anak di ranah daring dengan menciptakan lingkungan internet yang aman bagi anak. Thesis, Jakarta, Program Sociology Studies, Faculty of Social Sciences, Jakarta State University, 2023. This study aims to describe the role of civil society as a space where social groups which includes non-governmental organizations/non-governmental organizations and have the function of overseeing government policies and practices. ECPAT Indonesia as a non-governmental organization has a role in overcoming cases of commercial sexual exploitation of children in Indonesia. This research looks at ECPAT Indonesia's role in advocating for child protection through the preparation of the “2020 Online Child Protection Roadmap”, risk analysis and forms of commercial sexual exploitation in the online domain, and efforts in developing policy strategies for the child protection. This study used a qualitative approach through descriptive methods to describe the existing phenomena, literature and internet studies, and through in-depth interviews. This research was conducted in January-February 2021. The subjects in this study were 6 informants, consisting of 2 key informants from ECPAT Indonesia, 2 supporting informants from the alliance of Indonesia Child Online Protection (ID-COP), and 2 data triangulation informants from the Bandungwangi Foundation. The results of this study indicate that there is a regulation gap to governing the protection of children in the online domain caused by forms of commercial sexual exploitation of children. ECPAT Indonesia seeks a study to encourage ensuring all stakeholders to have a specific policy recommendation of child protection on the internet through the “2020 Online Child Protection Roadmap” as an effort to prevent commercial sexual exploitation of children and as a guideline reference for all stakeholders. In this case, NGOs are not only seen as policy implementers in development for the government but also trusted as strategic partners to encourage policy formulation and have an important role in development as an effort to protect children in online domain by creating a safe internet environment for children.
