Abstract

Penelitian ini bertujuan menarasikan latar belakang dan perkembangan yayasan Gerakan Nasional Orang Tua Asuh (GN-OTA) sebagai sebuah organisasi yang mengajak masyarakat untuk berperan dalam membantu anak-anak rawan putus sekolah agar mendapatkan pemerataan pembelajaran wajib belajar pendidikan dasar 9 tahun dari awal mula dibentuk menjadi yayasan pada tahun 1999 hingga 2009. Penelitian ini menggunakan metode historis dengan teknik penulisan deskriptif naratif. Sumber yang digunakan berupa sumber pustaka, arsip, peraturan perundang-undangan dan sumber lisan. Hasil penelitian ini adalah bahwa GN-OTA di bentuk untuk mengajak sebanyak-banyaknya masyarakat berperan sebagai Orang Tua Asuh (OTA) guna membantu calon anak asuh (CAA) atau anak asuh (AA) yang rawan putus sekolah pada usia 7-15 tahun untuk dapat menuntaskan pendidikan dasar 9 tahun. YGNOTA secara aktif turut serta mendukung pemerataan dan penyelesaian program wajib belajar pendidikan dasar 9 tahun yang di canangkan oleh pemerintah dan aktif dalam mensosialisasikan kegiatan sehingga dapat mengembangkan dan meningkatan kepedulian masyarakat akan orang tua asuh. This research aims to narrate the background and development of the National Foster Parents Educational Assistance Program (GN-OTA) foundation as an organization that invites the community to play a role in helping children prone to dropping out of school to get equal learning of compulsory 9-year basic education from the beginning of its formation into a foundation in 1999 to 2009. This research uses the historical method with descriptive narrative writing technique. The sources used are library sources, archives, laws and regulations, and oral sources. The result of this research is that GN-OTA was formed to invite as many people as possible to act as Foster Parents (OTA) to help prospective foster children (CAA) or foster children (AA) who are prone to dropping out of school at the age of 7-15 years to be able to complete 9 years of basic education. YGNOTA actively supports the distribution and completion of the 9-year compulsory basic education program launched by the government and is active in socializing activities to develop and increase public awareness of foster parents.
