Abstract

Penelitian ini bertujuan mengetahui kesiapsiagaan masyarakat dan pemerintah dalam menghadapi bencana banjir di daerah aliran Sungai Cimanuk Kecamatan Tarogong Kidul Kabupaten Garut Jawa Barat. Penelitian ini dilakukan pada bulan November 2019. Metode yang digunakan dalam penelitian ini adalah deskriptif kuantitatif. Populasi dalam penelitian ini adalah seluruh kepala keluarga kelurahan/desa yang terdampak banjir tahun 2015-2017 di Kecamatan Tarogong Kidul berjumlah 124 KK dan seluruh pegawai pemerintah Kecamatan Tarogong Kidul Kabupaten Garut berjumlah 82 orang. Sampel dalam penelitian ini berjumlah 55 KK dan 7 pegawai. Teknik pengambilan sampel untuk masyarakat menggunakan proportional random sampling sedangkan untuk pemerintah menggunakan purposive sampling. Teknik pengambilan data menggunakan data primer dengan penyebaran angket tertutup dan data dianalisis menggunakan analisis indeks kesiapsiagaan. Nilai indeks kesiapsiagaan disesuaikan berdasarkan tabel tingkat kesiapsiagaan menurut LIPI-UNESCO/ISDR 2006:44 yang menyatakan bahwa nilai indeks 80-100 kategori sangat siap, 65-79 kategori siap, 55-64 kategori hampir siap, 40-54 kategori kurang siap dan <40 kategori belum siap. Pengujian instrumen penelitian berupa uji validitas dan uji reliabilitas dengan menggunakan SPSS versi 24.0. Pengujian validitas dengan analisis correlation item > r tabel. Berdasarkan hasil uji validitas instrumen terdapat 26 item dinyatakan valid. Pengukuran reliabilitas berdasarkan nilai Croanbach’s Alpha sebesar 0,820 artinya nilai tersebut dalam kategori reliabel. Berdasarkan hasil penelitian bahwa kesiapsiagaan masyarakat dalam menghadapi bencana banjir di Kecamatan Tarogong Kidul Kabupaten Garut Jawa Barat yaitu kepala keluarga yang berada di daerah aliran Sungai Cimanuk masuk kategori hampir siap dengan nilai indeks 55. Sedangkan secara keseluruhan tingkat kesiapsiagaan pemerintah di Kecamatan Tarogong Kidul Kabupaten Garut masuk kategori sangat siap dengan nilai indeks 85. The purpose of this study was to determine the level of citizens preparedness and the government to facing flood disaster in Cimanuk watershed at Tarogong Kidul Subdistrict, Garut Regency, West Java. This study was conducted on November 2019. The method uses a descriptive quantitative research. The population in this study were all of head the household who affected by flood disaster at 2015 until 2017 in Tarogong Kidul district totaling 124 families and all of the government employees in Tarogong Kidul Subdistrict Garut Regency totaling 82 employees. The sample in this study was 55 households in Tarogong Kidul Subdistrict and 7 government employees in Tarogong Kidul Subdistrict Garut Regency West Java. The sampling technique for household using proportional random sampling and for government using purposive sampling. The data collection technique using primary data with closed questionnaire and data analysis techniques using preparedness index analysis. The preparedness index value is adjusted based on the preparedness level table according to LIPI-UNESCO/ ISDR 2006: 44 which states that the index value is 80-100 categories very ready, 65-79 categories ready, 55-64 categories almost ready, 40-54 categories unprepared and <40 categories not ready. The examination of research instrument are validity and reliability test with the help of software SPSS V.24.0. Validity test with analysis correlation item > r table. Based on the result from validity test instrument there are 26 valid item. The reliability measurement based on Croanbach’s Alpha. The reliability value of 0.820 means that the value is in the reliable category. Based on the result of this study that citizens preparedness to facing flood disaster in Tarogong Kidul Subdistrict Garut Regency West Java, the households who lived in Cimanuk River watershed is in almost ready categories with index value 55. While overall government preparedness in Tarogong Kidul Subdistrict Garut Regency West Java is in very ready categories with index value 85.
