Abstract

Permasalahan Indonesia saat ini sangat bergantung terhadap obat impor, karena seiring berkembangnya jaman masyarakat lebih mempercayai obat-obatan kimia dari ilmu kedokteran yang telah diuji di laboratorium dibandingkan dengan obat tradisional. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan program Tanaman Obat Keluarga (TOGA) serta mengetahui faktor penentu keberhasilan implementasi kebijakan dari pemanfaatan TOGA pada Tim Penggerak PKK di Kelurahan Wijaya Kusuma. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Penelitian ini menggunakan teknik observasi, wawancara, dan dokumentasi dengan mengambil data primer dan data sekunder. Hasil penelitian menunjukan terdapat faktor pendukung dari implementasi program TOGA yaitu dari komunikasi, struktur birokrasi, dan juga sikap implementor. Sedangkan faktor penghambatnya ada pada sumber daya fasilitas dan sumber daya anggaran. Dengan adanya program pemanfaatan TOGA untuk masyarakat dapat mencegah dari kebergantungan mengkonsumsi obat kimia dalam mengatasi penyakit ringan.*****Indonesia's current problem is that it is very dependent on imported medicines, because as time goes by, people trust chemical medicines from medical science that have been tested in the laboratory compared to traditional medicines. This study aims to describe the implementation of the Family Medicinal Plants (TOGA) program and to find out the determining factors for the success of policy implementation from the use of TOGA in the PKK Mobilizing Team in the Wijaya Kusuma Village. This research is a qualitative research with a descriptive approach. This research uses observation, interview, and documentation techniques by taking primary data and secondary data. The results of the study show that there are supporting factors for the implementation of the TOGA program, namely communication, bureaucratic structure, and also the attitude of the implementer. While the inhibiting factors are in the facility resources and budget resources. With the TOGA utilization program for the community, it can prevent dependence on consuming chemical drugs in treating minor ailments.
