Abstract

Tujuan penelitian ini adalah mencari data empiris terkait perilaku berkendara yang sesuai dengan norma hukum dan juga perilaku yang ditunjukkan pelajar SMAN 21 Bekasi dalam menerapkan norma hukum berkendara. Penelitian ini dilakukan pada bulan Mei – Juni 2023. Metode yang digunakan adalah metode deskriptif pada pendekatan kualitatif, untuk menjabarkan hasil temuan penelitian secara mendalam dan komprehensif. Sumber data primer penelitian ini diperoleh dari observasi terhadap peristiwa dan keadaan di lapangan serta hasil wawancara bersama informan yaitu empat pelajar yang memenuhi kriteria memiliki KTP dan mengendarai motor ke sekolah, tiga informan kunci yang terdiri dari orang tua dan wakil kepala sekolah, serta satu expert yaitu Dosen Sosiologi yang memiliki konsentrasi ilmu hukum. Temuan penelitian ini adalah terdapat beberapa perilaku yang perlu dipatuhi oleh pengendara motor sebagaimana diatur dalam UU Nomor 22 Tahun 2009, seperti wajib memiliki SIM, membawa STNK, menggunakan helm SNI bagi pengendara dan penumpang, mematuhi rambu lalu lintas, tidak berboncengan lebih dari 2 orang, mengikuti batas kecepatan berkendara, dan lain-lain. Terkait perilaku berkendara yang ditunjukkan di lapangan, pelajar SMAN 21 Bekasi terkadang masih belum menerapkan norma hukum berkendara, seperti tidak menggunakan helm SNI, berkendara tanpa memiliki SIM, dan berboncengan bertiga terutama saat berkendara ke sekolah. Kesimpulan penelitian ini mendapatkan bahwa perilaku yang ditunjukkan oleh pelajar SMAN 21 Bekasi dalam menerapkan norma hukum berkendara sebagian besar belum sesuai dengan apa yang diatur dalam undang-undang. Terkadang, pelajar hanya sebatas meyakini keberadaan norma hukum sebagai peraturan tertulis saja, bukan sebagai kewajiban yang harus dipatuhi di mana pun dan kapan pun. Kata Kunci: perilaku, pelajar berkendara, norma hukum, peraturan lalu lintas,pelanggaran lalu lintas The purpose of this study is to find empirical data on driving behavior in accordance with legal norms and also the behavior shown by SMAN 21 Bekasi students in implementing driving legal norms. This study was conducted in May - June 2023. The method used is a descriptive method on a qualitative approach, to describe the results of research findings in depth and comprehensively. The primary data source of this study was obtained from observations of events and conditions in the field as well as interviews with informants, namely four students who met the criteria for having ID cards and riding motorcycles to school, three key informants consisting of parents and vice principals, and one expert, namely a Sociology Lecturer who had a concentration in law. The findings of this study are that there are several behaviors that need to be obeyed by motorcyclists as stipulated in Law Number 22 of 2009, such as being required to have a driver's license, carrying STNK, using SNI helmets for riders and passengers, obeying traffic signs, not riding more than 2 people, following the driving speed limit, and others. Regarding driving behavior shown in the field, SMAN 21 Bekasi students sometimes still do not apply legal driving norms, such as not using SNI helmets, driving without having a driver's license, and riding threesomes, especially when driving to school. The conclusion of this study found that the behavior shown by SMAN 21 Bekasi students in applying driving legal norms was mostly not in accordance with what was regulated in the law. Sometimes, students are only limited to believing in the existence of legal norms as written regulations, not as obligations that must be obeyed anywhere and anytime.
