Abstract

Penelitian ini bertujuan menjawab dua masalah pokok yaitu keterlibatan LSM AJAR sebagai LSM HAM dalam menangani kasus pelanggaran HAM melalui kegiatan advokasi dan menjelaskan bagaimana LSM AJAR memenuhi peran mereka sebagai LSM HAM dalam menangani kasus pelanggaran HAM lewat konsep paradigma LSM dan peran LSM. Penelitian ini menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara, studi kepustakaan, dan dokumentasi. Subjek dari penelitian ini adalah 4 (empat) informan dengan kriteria merupakan anggota LSM AJAR Indonesia, dan 1 (satu) informan dengan kriteria pihak eksternal AJAR yang mengikuti perkembangan penanganan HAM di Indonesia lewat kegiatan-kegiatan AJAR untuk triangulasi data penelitian ini. Data sekunder dari penelitian ini diperoleh dari sumber berita, laporan, dokumentasi kegiatan yang berkaitan dengan kegiatan LSM AJAR. Penelitian ini menggunakan konsep organisasi masyarakat sipil didukung dengan konsep paradigma LSM dan peran LSM oleh Mansour Fakih. Pelaksanaan penelitian dilakukan secara offline dan online sejak November 2021 sampai September 2023 dengan lokasi penelitian offline di Jakarta Selatan. Hasil penelitian menunjukkan bahwa LSM AJAR menganut paradigma transformatif dalam melihat sebab masalah belum tuntasnya pertanggungjawaban negara terhadap kasus pelanggaran HAM di Indonesia, namun condong kepada paradigma transformatif dan reformis dalam aspek kegiatannya. Paradigma tersebut mempengaruhi peran AJAR sebagai LSM yang condong kepada peran permberdaya dan perantara, dengan peran perantara yang masih dilakukan dalam konteks mendorong kegiatan pemberdayaan untuk menangani persoalan kasus pelanggaran HAM di Indonesia. Paradigma dan rangkaian peran yang dianut LSM AJAR tercermin kepada posisi dan rangkaian kegiatan advokasi LSM AJAR yang condong menduduki posisi supporting units dalam lingkaran advokasi. ***** This research aims to answer two main issues: the involvement of Asia Justice and Rights as civil society organization in resolving cases of human rights violation that has happened in Indonesia through advocacy, and how Asia Justice and Rights fulfill their role as a civil society organization in resolving human rights violation cases in Indonesia using the concepts of civil society organization paradigm and role. This research uses qualitative approach and using interviews, literature study, and documentation to obtain the data needed. The subjects for this research is 4 (four) informants with their background as a member of Asia Justice and Rights for the criteria, and 1 (one) informant with the background as a person, who follow developments in handling human rights in Indonesia through AJAR activities to triangulate this research data. Secondary source of data in this research is obtained through news, reports, and documentation of activities that is related to AJAR activities. This research uses the concepts of civil society organization paradigm and concept of role in civil society organization by Mansour Fakih. The research was carried out offline and online from November 2021 to September 2023 located in South Jakarta. The research shows that AJAR uses transformative paradigm in looking at the root problem of incomplete state accountability for human rights violation cases in Indonesia, but tends towards a transformative and reformist paradigm in aspects of its activities. This paradigm influences AJAR’s role as a civil society organization which tends towards the role of empowerment and intermediary, with the intermediary role still being carried out in the context of encouraging empowerment activities to handle issues of cases of human rights violations in Indonesia. The paradigm and roles adopted by AJAR are reflected in the position and their advocacy activities which tends to occupy the position of supporting units in the advocacy circle.
