Abstract
Betania Sitanggang, Hubungan Sipil Militer Pada Masa Kabinet Wilopo (1952-1953), Skripsi, Program Studi Pendidikan Sejarah, Fakultas Ilmu Sosial, Universitas Negeri Jakarta. 2024. Penelitian ini membahas mengenai Hubungan Sipil Militer Pada Masa Kabinet Wilopo (1952-1953). Tujuan dari penelitian ini adalah untuk mengetahui faktor dari ketegangan hubungan sipil-militer pada era kabinet Wilopo di Indonesia. Skripsi ini disusun berdasarkan metode penelitian sejarah mencakup lima tahapan yaitu: Pemilihan Topik, Heuristik, Verifikasi, Interpretasi, dan Historiografi. Hasil Penelitian menunjukan bahwa penyebab konflik sipil militer terjadi karena perbedaan pandangan dalam Revolusi. Pihak sipil meminta perjuangan melalui diplomasi, sementara di pihak militer menginginkan jalur perang. Dengan ini maka terjadilah peristiwa yang membuat hubungan sipil dan militer semakin renggang, seperti kudeta 3 Juli hingga Agresi Militer II. Sampai mencapai puncaknya di periode kabinet Wilopo 1952-1953. Kabinet Wilopo dengan program kerjanya berusaha memperbaiki hubungan sipil dan militer dengan menunjuk Sultan Hamengku Buwono IX sebagai Menteri Pertahanan namun hal tersebut tidak terealisasikan. Kabinet ini malah menghadapi dua peristiwa besar yang melibatkan sipil dan militer yaitu Peristiwa 17 Oktober 1952 dan Peristiwa Tanjung Morawa. Kedua peristiwa ini lah yang membawa Kabinet Wilopo pada kejatuhan, Wilopo mengembalikan mandat kepada presiden tahun 1953. This research discusses the Civil-Military Relations during the Wilopo Cabinet (1952-1953). The purpose of this research is to find out the factors of tense civil-military relations during the Wilopo cabinet era in Indonesia. This thesis is compiled based on historical research methods including five stages, namely: Topic Selection, Heuristics, Verification, Interpretation, and Historiography. The results showed that the cause of civil-military conflict occurred due to differences in views on the Revolution. The civilian side asked for a struggle through diplomacy, while the military wanted the path of war. With this, events occurred that made civil and military relations increasingly tenuous, such as the July 3 coup to Military Aggression II. It reached its peak in the Wilopo cabinet period 1952-1953. The Wilopo cabinet with its work program tried to improve civil and military relations by appointing Sultan Hamengku Buwono IX as Minister of Defense, but this was not realized. This cabinet instead faced two major events involving civilians and the military, namely the October 17, 1952 Incident and the Tanjung Morawa Incident. These two events brought the Wilopo Cabinet to its downfall, Wilopo returned the mandate to the president in 1953. Keywords: Civil-Military, Wilopo Cabinet, Liberal Democracy, Conflict.
