Abstract

Tingkat penyerapan anggaran, pada saat ini, masih dipandang sebagai indikator utama keberhasilan instansi pemerintah di Indonesia yang salah satunya adalah Kementerian Agraria dan Tata Ruang/ BPN. Namun demikian, penyerapan anggaran yang tinggi pada prinsipnya hanya merupakan salah satu indikator keberhasilan dan bukan merupakan jaminan keberhasilan tercapainya visi dan misi organisasi sektor publik. Penelitian ini bertujuan untuk menganalisis pengelolaan anggaran, faktor-faktor yang mempengaruhi tingkat penyerapan anggaran, dan hubungan antara realisasi anggaran dengan ketercapaian output di Kantor Wilayah Badan Pertanahan Nasional Provinsi Lampung. Jenis penelitian yang digunakan yaitu penelitian kualitatif dengan pendekatan studi kasus dengan jenis single case holistic. Analisis data dengan menggunakan model analisis Miles and Hubberman. Total informan sebanyak 15 (lima belas) orang yang merupakan pengelola keuangan dan pelaksana kegiatan. Hasil penelitian mengindikasikan bahwa perencanaan bersifat top down yang diindikasikan tidak adanya dokumen perencanaan yang digunakan sebagai road map kegiatan, anggaran yang tersentralisasi menyebabkan tertundanya pelaksanaan anggaran pada beberapa satuan kerja, serta SPI yang dilaksanakan masih belum komprehensif. Peran pimpinan dalam pengambilan keputusan ditunjang oleh sistem informasi dan teknologi yang telah dikembangkan. Output fisik yang dihasilkan dapat terpantau pada aplikasi sistem informasi cukup tinggi. Namun demikian, keberhasilan output tinggi yang terpantau di dalam sistem informasi tersebut masih menyisakan permasalahan antara lain adanya tunggakan pekerjaan yang berimplikasi kepada akuntabilitas penyelesaian pekerjaan. Pada akhirnya, penelitian ini merekomendasikan agar proses pelaksanaan anggaran dilaksanakan dengan melalui tahapan-tahapan baku dan sistem kendali yang memadai. Kata Kunci: Penyerapan Anggaran, Peran Pimpinan, Capaian Output Fisik. ***** The level of budget absorption, at present, is still seen as the main indicator of the success of government agencies in Indonesia, one of which is the Ministry of Agrarian Affairs and Spatial Planning/BPN. However, high budget absorption is in principle only an indicator of success and is not a guarantee of success in achieving the vision and mission of a public sector organization. This research aims to analyze budget management, factors that influence the level of budget absorption, and the relationship between budget realization and output achievement at the National Land Agency Regional Office of Lampung Province. The type of research used is qualitative research with a case study approach with a single case holistic type. Data analysis using the Miles and Hubberman analysis model. The total number of informants was 15 (fifteen) people who were financial managers and activity implementers. The research results indicate that planning is top down, which is indicated by the absence of planning documents that are used as activity road maps, centralized budgets cause delays in budget implementation in several work units, and the SPI implemented is still not comprehensive. The role of leaders in decision making is supported by information systems and technology that have been developed. The resulting physical output that can be monitored in information system applications is quite high. However, the success of the high output monitored in the information system still leaves problems, including the existence of work arrears which have implications for accountability for work completion. In the end, this research recommends that the budget implementation process be carried out through standard stages and an adequate control system.
