Abstract

Tujuan penelitian ini untuk mengetahui partisipasi masyarakat dan proses partisipasi masyarakat melalui program PHINLA dalam menumbuhkan civic environment di wilayah RT 02 RW 04 Kelurahan Semper Barat, Kecamatan Cilincing, Jakarta Utara. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Sumber data yang digunakan adalah sumber data primer dan sumber data sekunder. Sumber data primer melalui observasi, wawancara dan dokumentasi dan sumber data sekunder melalui studi pustaka. Teknik kalibrasi keabsahan data menggunakan triangulasi data, ketekunan pengamatan, dan expert opinion. Teknik analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Temuan penelitian ini adalah adanya partisipasi masyarakat dalam bentuk tenaga dan dukungan serta melibatkan seluruh elemen masyarakat melalui program PHINLA. Kemudian terdapat lima proses partisipasi masyarakat melalui program PHINLA dalam menumbuhkan civic environment adalah pertama ajakan dari pengurus Bank Sampah Kenanga 4 dengan door to door education, kedua penerimaan atau penolakan oleh masyarakat, ketiga saat pelaksanaan program PHINLA, keempat manfaat setelah mengikuti program PHINLA dan kelima evaluasi yang diberikan masyarakat kepada program PHINLA. Kesimpulan penelitian adalah adanya partisipasi masyarakat melalui program PHINLA dalam menumbuhkan civic environment dengan proses yang telah disebutkan di atas sebagai bentuk pelaksanaan program PHINLA. Kata Kunci: Partisipasi Masyarakat, Program PHINLA, Civic Environment ***** The purpose of this study was to determine community participation and the process of community participation through the PHINLA program in fostering a civic environment in the RT 02 RW 04 area of Semper Barat Village, Cilincing District, North Jakarta. This research uses a qualitative approach and descriptive method. The data sources used are primary data sources and secondary data sources. Primary data sources through observation, interviews and documentation and secondary data sources through literature study. Data validity calibration techniques use data triangulation, observation persistence, and expert opinion. Data analysis techniques use data reduction, data presentation and conclusion drawing. The findings of this study are the existence of community participation in the form of energy and support and involving all elements of society through the PHINLA program. Then there are five processes of community participation through the PHINLA program in fostering a civic environment, namely the first invitation from the Kenanga 4 Waste Bank management with door to door education, second acceptance or rejection by the community, third during the implementation of the PHINLA program, fourth benefits after participating in the PHINLA program and fifth evaluation given by the community to the PHINLA program. The conclusion of the research is that there is community participation through the PHINLA program in fostering a civic environment with the process mentioned above as a form of PHINLA program implementation.
