Abstract

Penelitian ini bertujuan untuk menganalisis tipologi TOD dan menjelaskan karakteristik wilayah TOD di Stasiun Bekasi Timur. Penelitian ini dilakukan di wilayah sekitar Stasiun Bekasi Timur dengan radius (buffer) 500 meter dari titik stasiun commuter line. Penelitian ini menggunakan metode deskriptif dengan pendekatan kuantitatif yang dilengkapi dengan observasi dan studi literatur. Teknik analisis data yang digunakan dalam penelitian ini adalah analisis skoring dan pembobotan berdasarkan teori 6Ds dan modifikasi penelitian dari Gumano & Basuki (2018). Sistem skoring yang digunakan berupa statistik sederhana, yaitu dengan mendistribusikan 3 poin yang tersebar pada masing-masing prinsip TOD dengan 10 variabel penelitian. Hasil penelitian ini menunjukkan bahwa kecenderungan tipologi TOD pada wilayah Stasiun Bekasi Timur yaitu TOD Sub-Kota dengan nilai indeks 560. Nilai tipologi ini menunjukkan bahwa pengembangan TOD Sub-Kota akan berpusat pada kegiatan perekonomian yang disesuaikan dengan struktur Rencana Tata Ruang Wilayah Kota Bekasi. Karakteristik wilayah di sekitar Stasiun Bekasi Timur didominasi oleh kawasan permukiman, diikuti dengan banyaknya lahan terbangun seluas 38,9 ha atau 67% dari keseluruhan wilayah dengan kepadatan populasi 147 jiwa/ha. Area komersial dan area industri di wilayah Stasiun Bekasi Timur tidak sebanding dengan kawasan permukiman menyebabkan perlunya perjalanan yang lebih jauh bagi masyarakat untuk memenuhi kebutuhannya. Di sisi lain, beragamnya pilihan moda transportasi di Stasiun Bekasi Timur mengindikasikan bahwa Stasiun Bekasi Timur sudah cukup terintegrasi dalam lingkup transportasi karena adanya berbagai macam pilihan transportasi ada di wilayah ini, namun belum sepenuhnya mampu mengintegrasi. Pemerintah telah menetapkan Stasiun Bekasi Timur sebagai kawasan pengembangan TOD berskala Kota melalui Perpres No. 55 Tahun 2018 tentang Rencana Induk Transportasi Jabodetabek 2018-2029, akan tetapi dalam penerapan dan pengembangannya masih belum maksimal karena pada variabel kawasan permukiman dan kawasan non-permukiman perlu dikaji dan dievaluasi lebih lanjut. ***** This study aims to analyze the TOD typology and explain the characteristics of TOD areas at Stasiun Bekasi Timur. This study was conducted in the area around Stasiun Bekasi Timur with a radius (buffer) of 500 meters from the commuter line station point. This study uses a descriptive method with a quantitative approach complemented by observation and literature study. The data analysis technique used in this research is scoring and weighting analysis based on 6Ds theory and research modifications from Gumano & Basuki (2018). The scoring system used is simple statistics, namely by distributing 3 points spread across each TOD principle with 10 variables. The results of this study indicate that the TOD typology tendency in the Stasiun Bekasi Timur area is Sub-City TOD with an index value of 560. This typology value indicates that the development of Sub-City TOD will center on economic activities that are adapted to the structure of the Bekasi City Regional Spatial Plan. The characteristics of the area around Stasiun Bekasi Timur are dominated by residential areas, followed by a large amount of built-up land covering an area of 38.9 ha or 67% of the total area with a population density of 147 people/ha. Commercial areas and industrial areas in the Stasiun Bekasi Timur area are not comparable to residential areas, causing the need for people to travel further to meet their needs. In other ways, the various choices of transportation modes at East Bekasi Station indicate that Stasiun Bekasi Timur is quite integrated in the transportation sphere because there are various kinds of transportation options in this area, but they are not yet fully integrated. The government has designated Stasiun Bekasi Timur as a City-scale TOD development area through Perpres No. 55 Tahun 2018 concerning the Jabodetabek Transportation Master Plan 2018-2029, however its implementation and development is still not optimal because the residential and non-residential area variables need to be studied and evaluated further.
