Abstract

ABSTRAK Secara garis besar penelitian ini bertujuan untuk mendapatkan hasil kajian mengenai evaluasi pengembangan pariwisata bahari Kabupaten Muna di Sulawesi Tenggara. Adapun unit analisis dalam penelitian ini yaitu Dinas Pariwisata dan Kebudayaan sebagai salah satu dinas pemerintahan di Kabupaten Muna, yang dituntut untuk mengelolah dan ikut memberikan kontribusi pendapatan yang maksimal pada Pendapatan Asli Daerah (PAD) dengan responden terpilih dan informan kunci adalah Kepala Dinas, Kepala Bidang dan Kepala Sub Bagian Perencanaan dan Keuangan. Pada penelitian ini metode yang digunakan yaitu metode deskriptif kualitatif. Adapun alat analisis yang digunakan adalah Realistic Evaluation Method dengan pendekatan konfigurasi Context-Mechanism-Outcome. Hasil penelitian menunjukan bahwa, evaluasi pengembangan pariwisata bahari Kabupaten Muna melalui analisis evaluasi Context dan Mechanism dapat diperoleh Outcome : a) Kondisi tatakelola manajemen Dinas Pariwisata dan Kebudayaan Kabupaten Muna di bidang bahari sangat dipengaruhi oleh kebijakan pemerintah daerah melalui dinas itu sendiri b) Beberapa program pengembangan yang telah dilakukan oleh Dinas Pariwisata dan Kebudayaan baik itu program pengembangan destinasi, pengembangan pemasaran dan pengembangan ekonomi kreatif telah berhasil dilaksanakan. Kata Kunci : Evaluasi, Pengembangan dan Pariwisata Bahari ABSTRACT Broadly speaking, this study aims to obtain the results of a study regarding the evaluation of the development of marine tourism in Muna Regency in Southeast Sulawesi. The unit of analysis in this study is the Department of Tourism and Culture as one of the government agencies in Muna Regency, which is demanded to manage and contribute to the maximum revenue contribution to the Regional Original Revenue with selected respondents and key informants are the Head of Service, Head of Division and Head of Planning and Financial Subdivision. In this research the method used is descriptive qualitative method. The analysis tool used is the Realistic Evaluation Method with the Context-Mechanism-Outcome configuration approach. The results showed that, evaluation of the development of marine tourism in Muna Regency through the analysis of Context and Mechanism evaluation can be obtained Outcome: a) Management conditions in Muna Regency's Tourism and Culture Office in the maritime sector are strongly influenced by local government policy through the service itself b) Several development programs that have been carried out by the Office of Tourism and Culture both destination development, marketing development and creative economic development programs have been successfully implemented.
