Abstract

Tingkat pengangguran di Jakarta semakin tingggi yang mempengaruhi kesejahteraan daerah. Mengatasi hal ini, Pemprov DKI Jakarta bersama Sudin PPKUKM berkolaborasi memberdayakan masyarakat melalui Program Kewirausahaan Terpadu Jakarta Enterpreneur. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan Program Kewirausahaan Terpadu Jakarta Enterpreneur dengan mengacu pada teori implementasi kebijakan penelitian ini mengevaluasi empat variabel kunci yang memengaruhi keberhasilan implementasi kebijakan, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan metode kualitatif deskriptif. Teknik pengumpulan data menggunakan dokumentasi, observasi, serta wawancara. Program Kewirausahaan Terpadu Jakarta Enterpreneur berhasil menerapkan komunikasi yang efektif untuk menyampaikan tujuan dan manfaat kepada peserta, serta memanfaatkan sumber daya manusia dan infrastruktur yang tersedia dengan optimal. Disposisi yang tinggi dari pendamping dan struktur birokrasi yang terorganisir juga berkontribusi signifikan. Pelaksanaan program Jakpreneur sesuai dengan aturan PERGUB Prov. DKI Jakarta No. 2 Tahun 2020, mulai dari tahap Pendaftaran, Pelatihan, Pendampingan, Pemasaran, Perizinan, Pelaporan keuangan, dan Permodalan. Hambatan program terletak pada kesenjangan penguasaan teknologi para pelaku usaha. Kata Kunci: Pemberdayaan, Pelaksanaan, Jakpreneur The poverty level in Jakarta is increasingly high, which affects regional welfare. To overcome this, the DKI Jakarta Provincial Government together with the PPKUKM Sub-agency collaborated to empower the community through the Jakarta Entrepreneur Integrated Entrepreneurship Program. This research aims to describe the implementation of the Jakarta Entrepreneur Integrated Entrepreneurship Program by referring to policy implementation theory. This research deploys four key variables that influence the success of policy implementation, namely communication, resources, disposition and bureaucratic structure. This study used descriptive qualitative method. Data collection techniques use documentation, observation and interviews. The Jakarta Entrepreneur Integrated Entrepreneurship Program succeeded in implementing effective communication to convey goals and benefits to participants, as well as making optimal use of human resources and available infrastructure. The high disposition of companions and an organized bureaucratic structure also make a significant contribution. The implementation of the Jakpreneur program is in accordance with the Provincial PERGUB regulations. DKI Jakarta No. 2 of 2020, starting from the Registration, Training, Mentoring, Marketing, Licensing, Financial Reporting and Capital stages.
