Abstract

Penelitian ini bertujuan untuk menganalisis yaitu kemandirian keuangan daerah, kondisi kesejahteraan masyarakat (bidang kesehatan, kemandirian, ketenagakerjaan dan pendidikan) serta konstribusi kemandirian keuangan bagi kesejahteraan masyarakat pada Pemerintah Dearah Kabupaten Bandung 2019-2021 dengan menggunakan metode kuantitatif deskriptif. Hasil penelitian ini menunjukkan bahwa kemandirian keuangan daerah Pemkab Bandung dinilai “Kurang” dalam nilai 17,89%, 19,07%, 19,05% untuk periode tersebut. Kesejahteraan masyarakat Kabupaten Bandung memiliki satu bahkan lebih fasilitas kesehatan pada setiap kecamatan, presentase penduduk miskin mengalami kenaikan lebih rendah dibandingkan rata-rata kenaikan pada kabupaten/kota di Jawa Barat, Tingkat Partisipasi Angkatan Kerja tahun 2021 yang lebih besar dari rata-rata pada kabupaten/kota yang ada di Jawa Barat, Angka Partisipasi Murni yang berhasil meningkat. Pemkab Bandung mengalokasikan belanja pada dinas terkait untuk penyelenggaraan program yang bertujuan meningkatkan kesejahteraan. Akan tetapi jika ditinjau melalui kemandirian keuangan daerah Pemkab Bandung masih menunjukan “Kurang”. Maka perubahan positif yang ada pada kesejahteraan masyarakat Kabupaten Bandung masih bergantung pada pendapatan transfer. Kata Kunci: kemandirian keuangan daerah, rasio kemandirian keuangan daerah, kesejahteraan masyarakat, konstribusi pemerintah daerah. ***** This study aims to analyse regional financial independence, conditions of public welfare (in the fields of health, independence, employment and education) and the contribution of financial independence to public welfare in the Bandung Regency Government 2019-2021 using descriptive quantitative methods. The results of this study indicate that the regional financial independence of the Bandung Regency Government is rated "Less" in the values of 17.89%, 19.07%, 19.05% for the period. The welfare of the people of Bandung Regency has one or more health facilities in each sub-district, the percentage of poor people has increased less than the average increase in districts/cities in West Java, the Labour Force Participation Rate in 2021 is greater than the average in districts / cities in West Java, the Pure Participation Rate has managed to increase. The Bandung Regency Government allocates expenditure to relevant agencies for the implementation of programmes aimed at improving welfare. However, if reviewed through the independence of regional finances, the Bandung Regency Government still shows "Less". So the positive changes that exist in the welfare of the people of the Bandung Regency still depend on transfer revenues.
