Abstract

Penelitian ini bertujuan untuk mengevaluasi diklat Jabatan Fungsional Pemeriksa Ahli Pertama (JFPAP) dari segi penilaian system, perencanaan, pelaksanaan, perbaikan, dan sertifikasi program di Badiklat PKN BPK RI. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi. Informan dalam penelitian ini meliputi: bidang perencanaan, penyelenggaraan, evaluasi dan pengembangan, serta peserta diklat JFPAP 2023. Hasil dari penelitian ini menunjukkan bahwa: (1) Diklat JFPAP 2023 berjalan sesuai dengan standar dan tujuan agar peserta dapat menjadi pemeriksa yang memenuhi standar sesuai Peraturan BPK RI Nomor 1 Tahun 2017 dan Peraturan Sekretaris Jenderal BPK RI. (2) Perencanaan diklat efektif dilaksanakan dengan menganalisis kebutuhan, membuat program diklat, rundown, dan rencana anggaran. (3) Pelaksanaan diklat berjalan dengan efektif yang dilaksanakan dengan metode safe learning, distance learning, klasikal, dan pelaksanaan on the job training. (4) Perbaikan diklat menggunakan model evaluasi yang tepat yaitu kirkpatrick yang terdiri dari empat level. (5) Sertifikasi program melibatkan penilaian peserta terhadap pelaksanaan diklat JFPAP yang dinilai dengan predikat “sangat memuaskan.”. Kata kunci: Evaluasi, Program Diklat, Jabatan Fungsional This study aims to discuss the training for the Functional Position of First Expert Examiner in terms of the assessment system, planning, implementation, improvement and certification of programs at the PKN BPK RI Badiklat. This research uses a qualitative approach and descriptive methods. Data collection techniques were carried out through observation, interviews and documentation studies. Informants in this research include: planning, implementation, evaluation and development, as well as participants in the 2023 JFPAP training. The results of this research show that: (1) The 2023 JFPAP training runs in accordance with the standards and objectives so that participants can become examiners who meet the standards in accordance with BPK RI Regulation Number 1 of 2017 and Regulation of the Secretary General of BPK RI. (2) Effective training planning is carried out by analyzing needs, creating training programs, rundowns and budget plans. (3) The implementation of training runs effectively using safe learning, distance learning, classical and on the job training. (4) Improvement of training using an appropriate evaluation model, namely Kirkpatrick, which consists of four levels. (5) Program certification involves participants' assessment of the implementation of the JFPAP training which is rated as "very satisfactory."
