Abstract

Peneliti menggunakan teori implementasi menurut Grindle, tentang keberhasilan implementasi kebijakan publik ditentukan oleh tingkat implementability yang terdiri atas Content of Policy dancontext of policy. Content of Policy memiliki indikator sebagai berikut (a) Interest Affected, (b) Type of Benefits, (c) Extent of Change Envision. (d) Site of Decision Making, (e) Program Implementer, (f) Resources Committed. SedangkanContext of Policy memilikitigaindikatoryaknisebagaiberikut (1) Power, Interest, and Strategy of Actor Involved, (2) Institution and Regime Characteristic (3) Compliance and Responsiveness.Berdasarkanpenelitianditemukanhal-halberikutini: (1)Pelaksanaan Program JBM ini sudah berjalan selama kurang lebih satu tahun dengan baik, namun masih terdapat kekurangan dan kendala.(2)FaktorpendukungdanfaktorpenghambatdalamimplementasiProgram JBM berasaldari faktor internal maupuneksternal.   The researches are used the theory of implementation from Grindle about the success of public policy implementation determined by the level implementability which consists content of policy dan context of policy. Content of Policy has these follows indicators: (a) Interest Affected, (b) Type of Benefits, (c) Extent of Change Envision, (d) Site of Decision Making, (e) Program Implementer, (f) Resources Committed. As for Context of Policy has three indicators that are as follows (1) Power, Interest, and Strategy of Actor Involved, (2) Institution and Regime Characteristic (3) Compliance and Responsiveness. Based on the research, it was found thats following; (1) implementation of the program of Society Study Hours or JBM in KelurahanKembangan Utara has been implemented in around one year, but it is still not optimal yet and has flaws; (2) Supporting factors and inhibiting factors in this implementation comes from internal and external.
