Abstract
Penelitian ini bertujuan menganalisis hubungan bilateral Indonesia-Australia di saat Perdana Menteri Tony Abbott memegang mandat dan menjalankan kekuasaan dari tahun 2013 hingga 2015. Metode yang digunakan dalam penelitian adalah metode historis dengan empat tahapan, yaitu heuristik (pengumpulan sumber), kritik (verifikasi terhadap sumber), interpretasi (penafsiran makna atas sumber), dan diakhiri dengan historiografi (penulisan terhadap hasil penelitian). Tahap pertama, peneliti menghimpun buku, dokumen, dan surat kabar yang memiliki keterkaitan dengan topik pembahasan. Setelah referensi terkumpul, maka peneliti masuk ke tahap kedua untuk melakukan kritik internal dan eksternal. Ketiga, peneliti menafsirkan fakta dari sumber yang telah berhasil dikritik dan terbukti validitasnya. Tahap keempat, secara terstruktur melakukan penulisan hasil penelitian sejarah mengenai hubungan bilateral Indonesia-Australia pada masa pemerintahan Tony Abbott tahun 2013—2015 dalam bentuk deskriptif analitis. Hasil menunjukkan bahwa adanya ketidakpercayaan dan ketakutan kedua negara dalam menjalin hubungan disebabkan tindakan konstruktif dan destruktif secara bergantian. Kemenangan pada Pemilihan Umum Federal Australia 2013 membuat Abbott mendapat dukungan besar publik dan memegang kekuasaan mayoritas di House of Representatives. Hal ini berpadu dengan konservatisme sebagai pendorong utama Perdana Menteri Abbott menjalankan kebijakan luar negeri yang memprioritaskan kepentingan nasionalnya. Pelaksanaan Operation Sovereign Borders (OSB), terbongkarnya skandal penyadapan Australia terhadap Indonesia, dan eksekusi mati “Duo Bali Nine” berdampak negatif bagi hubungan. Pencapaian positif seperti kontinuasi program Australia Awards dan AIPMNH, pendirian Australia-Indonesia Centre (AIC), peluncuran New Colombo Plan (NCP), penandatanganan kode etik, dan perjanjian penanggulangan kejahatan trans-nasional oleh kedua negara harus terbenamkan oleh kehadiran berbagai isu miring yang menerpa. Kemitraan Indonesia-Australia memburuk dan berada di titik nadir selama kepemimpinan Perdana Menteri Abbott. ***** This research aims to analyse Indonesia-Australia bilateral ties when Prime Minister Tony Abbott held the mandate and exercised power from 2013 to 2015. The method used in the research is the historical method with four stages, namely heuristics (source collection), source criticism (information evaluation), interpretation (exegesis of the meaning of the source), and ends with historiography (writing of the research results). In the first stage, researcher collected books, documents and newspapers that were related to the topic of discussion. After the references were collected, researcher entered the second stage to conduct internal and external criticism. Third, researcher interprets the facts from sources that have been successfully criticised and proven their validity. In the fourth stage, researcher structurally wrote the results of historical research on Indonesia-Australia bilateral relations during Tony Abbott's administration in 2013—2015 in a form of descriptive analytics. The results show that the mistrust and fear between the two countries in maintaining relations are caused by alternating constructive and destructive actions. The victory in the 2013 Australian Federal Election gave Abbott significant public support and a majority in the House of Representatives. This aligns with conservatism as the main driving force behind Prime Minister Abbott's foreign policy, which prioritises national interests. The implementation of Operation Sovereign Borders (OSB), the revelation of Australia's wiretapping scandal against Indonesia, and the execution of the "Bali Nine Duo" had a negative impact on the relationship. Positive achievements such as the continuation of the Australia Awards and AIPMNH programs, the establishment of the Australia-Indonesia Centre (AIC), the launch of the New Colombo Plan (NCP), the signing of a code of conduct, and the agreement on transnational crime prevention by both countries were overshadowed by the presence of various negative issues. The Indonesia-Australia partnership deteriorated and reached its lowest point during Prime Minister Abbott's leadership.
