Abstract
Menurut data statistik Dinas Penanggulangan Kebakaran dan Penyelamatan untuk rekapitulasi kebakaran mencatat pada tahun 2019 terjadi 820 kasus, kemudian pada tahun 2020 meningkat menjadi 3156 kasus dimana 17 kasus diantaranya terjadi di bangunan industri, sedangkan pada 2021 menurun menjadi 1535 kasus 16 diantaranya kasus terjadi pada bangunan industri di Jakarta. Dalam upaya pencegahan, diperlukan analisis kesiapsiagaan sistem tanggap darurat. Penelitian ini bertujuan untuk menganalisis kesiapsiagaan sistem tanggap darurat kebakaran di PT X. Penelitian ini menggunakan metodologi penelitian evaluatif. Pengambilan data dilakukan di PT X dengan mengidentifikasi potensi risiko bahaya dan analisis sarana prasarana tanggap darurat. Hasil Penelitian menunjukkan PT X memiliki potensi bahaya kebakaran tingkat sedang karena terdapat material dan bahan yang mudah terbakar. Untuk pemenuhan manajemen tanggap darurat berdasarkan Kepmen PU No 11/KPTS/2000 dan Permen PU No 20/PRT/M/2009 didapatkan hasil prosedur tanggap darurat sebesar 0%, tim tanggap darurat kebakaran 50%, dan pelatihan tanggap darurat 100%. Sistem proteksi kebakaran berdasarkan SNI 03-3985-2000, NFPA, dan Permen PU No 26 Tahun 2008 didapatkan hasil Alat Pemadam Api Ringan sebesar 100%, Alarm Kebakaran 100%, Detektor 71%, hidran 89%. Tingkat pemenuhan sarana penyelamatan jiwa berdasarkan NFPA 101, mendapatkan hasil sarana jalan keluar sebesar 100%, Petunjuk Arah Jalan Keluar sebesar 100%, Titik Kumpul sebesar 100%. Namun petunjuk arah jalan keluar tidak terpasang disetiap area tempat bekerja sehingga pada saat keadaan darurat para pekerja tidak mengetahui jalur untuk evakuasi. Oleh sebab itu, diperlukan perbaikan dengan membuat perencanaan keadaan darurat yang disesuaikan dengan skenario dan penentuan jalur evakuasi yang dibagi berdasarkan zona warna dan titik kumpul yang tersedia serta dibentuk tim tanggap darurat yang sesuai dengan peraturan yang terkait. ***** According to statistical data from the Fire and Rescue Service for recapitulation of fires, there were 820 cases in 2019, then in 2020 it increased to 3156 cases where 17 cases occurred in industrial buildings, while in 2021 it decreased to 1535 cases 16 of which occurred in industrial buildings in Jakarta. In prevention efforts, it is necessary to analyze the preparedness of the emergency response system. This study aims to analyze the preparedness of the fire emergency response system at PT X. This study uses an evaluative research methodology. Data collection was carried out at PT X by identify potential danger risks and analyzing emergency response infrastructure. The results of the study show that PT X has a moderate level of fire hazard potential due to the presence of flammable materials and materials. For the fulfillment of emergency response management based on Kepmen PU No. 11/KPTS/2000 and Permen PU No. 20/PRT/M/2009 the results of emergency response procedures were 0%, fire emergency response teams 50%, and emergency response training 100%. The fire protection system based on SNI 03-3985-2000, NFPA, and Minister of Public Works No. 26 of 2008 obtained results of 100% Light Fire Extinguishers, 100% Fire Alarms, 71% Detectors, 89% Hydrants. The level of fulfillment of life-saving means based on NFPA 101, getting the results of means of exit is 100%, Directions for Exit is 100%, Gathering Point is 100%. However, directions for exit are not posted in each work area so that during an emergency the workers do not know the route for evacuation. Therefore, improvement is needed by planning an emergency situation that is adapted to the scenario and determining evacuation routes which are divided based on the available color zones and gathering points and forming an emergency response team in accordance with the relevant regulations.
