Abstract
Fenomena dalam pengelolaan kelautan perikanan yang terjadi di Indonesia yaitu overfishing pada beberapa jenis ikan di WPPNRI akibat penangkapan ikan yang tidak dibatasi, ketimpangan antara PDRB sektor Perikanan dengan potensi stok ikan suatu daerah, dan tantangan besar sektor kelautan dan perikanan atas tingginya interaksi antara manusia dan ekosistem laut dan pesisir dalam menciptakan kegiatan ekonomi di kawasan laut dan pesisir yang berpotensi menyebabkan terjadinya degradasi kawasan dan ekosistem, menuntut perlunya transformasi tata kelola perikanan. Penangkapan ikan terukur menjadi strategi kebijakan yang ditetapkan KKP untuk menyelaraskan aspek ekonomi, ekologi, dan sosial secara berkelanjutan melalui pengaturan kuota dan zona, konsep sinergi bisnis hulu-hilir yang saling menguntungkan, dan peningkatan kualitas sumber daya ikan yang ditangkap sehingga memberikan manfaat optimal dari sisi pertumbuhan ekonomi, ekologi, dan sosial pada zona terkait. Dalam upaya optimalisasi Program Penangkapan Ikan Terukur, peneliti melakukan penelitian dengan pendekatan sequential mixed methode melalui analisis Social Return Investment sebagai novelty penelitian yang dianalisis lebih lanjut dengan soft system model menggunakan analisis CATWOE dengan penentuan strategi terpilih menggunakan Analytic Hierarchy Process. Strategi terpilih tersebut dituangkan dalam sebuah model menggunakan pendekatan Porter’s Value Chain untuk membangun competitive advantage dalam transformasi tata kelola penangkapan ikan terukur. Penelitian dilakukan pada lokasi modelling penangkapan ikan terukur pada Zona 3 dengan melibatkan nelayan, pelaku usaha pengolahan, Tim PPN Tual, Dinas KP Prov Tual dan stakeholder terkait. Temuan penelitian menyatakan bahwa aspek ekonomi memiliki dampak tertinggi dibandingkan aspek ekologi dan sosial, namun demikian terdapat gap yang cukup besar pada sisi hilirisasi. Hal ini dianalisis lebih lanjut melalui soft system model dengan hasil strategi penguatan hilirisasi sebagai strategi terpilih untuk dikembangkan dalam model Porter’s Value Chain guna membangun competitive advantage melalui sinergi primary activities meliputi integrasi hulu, pembangunan industri hilir, penguatan logistik dan distribusi, pengembangan pasar, menjaga mutu ikan dan diversifikasi produk bernilai tambah. Seluruh primary activities tersebut bersinergi dengan support activities meliputi penetapan regulasi dan kebijakan tata kelola penangkapan ikan terukur, penganggaran dan penyelenggaraan program dan kegiatan, peningkatan kapabilitas SDM dan integrasi sistem perizinan dan Sistem Logistik Ikan Nasional. Kata Kunci: Penangkapan ikan terukur, SROI, Value Chain ***** The phenomena in marine and fisheries management in ndonesia include overfishing of certain fish species in Indonesia's Fisheries Management Areas due to unrestricted fishing activities, the disparity between the Gross Regional Domestic Product of the fisheries sector and the potential fish stock in a region, and significant challenges faced by the marine and fisheries sector in addressing the high level of interaction between human activities and marine and coastal ecosystems. These interactions, which aim to drive economic activities in coastal and marine areas, pose a risk of environmental degradation, thereby necessitating a transformation in fisheries governance. The Ministry of Marine Affairs and Fisheries has adopted The Quote and Zone fishing based policy as a strategic policy aimed at achieving sustainable alignment of economic, ecological, social. This policy is implemented through the regulation of fishing quotas and zones, the promotion of mutually beneficial upstream-downstream business synergies, and the improvement of the quality of harvested fish resources. Consequently, it seeks to optimize economic growth, ecological sustainability, and social well-being in designated fishing zones. To support the optimization of the Quote and Zone fishing based program, researchers conducted a study using a sequential mixed-method approach. The study employed Social Return on Investment analysis as a research novelty, further analyzed using the Soft Systems Methodology through CATWOE analysis, with selected strategies determined using the Analytic Hierarchy Process. The chosen strategy was developed into a model using Porter’s Value Chain approach to build competitive advantage in the transformation of Quota and zone fishing based policy. The research was conducted in the modelling area for measured fishing in Zone 3, involving fishermen, processing business operators, the PPN Tual team, the Provincial Marine and Fisheries Office of Tual, and other relevant stakeholders. The research findings indicate that the economic aspect exerts the highest impact compared to ecological and social aspects. However, a significant gap exists in the downstream sector. This issue is further analyzed using the soft systems model, resulting in the selection of a strengthening downstream strategies approach to be developed within the framework of Porter’s Value Chain Model to build competitive advantage. This is achieved through the synergy of primary activities, including upstream integration, downstream industrial development, logistics and distribution strengthening, market expansion, quality assurance, and the diversification of valueadded products. These five primary activities are supported by secondary activities, including the formulation of regulations and policies for The Quote and Zone fishing based program, budgeting and implementation of programs and activities, capacity building of human resources, and the integration of licensing systems with the National Fish Logistics System.
