Abstract

Penelitian ini bertujuan untuk mengetahui tingkat kerentanan fisik pada wilayah banjir akibat luapan Sungai Ciliwung di Kelurahan Bukit Duri dengan memetakan wilayah yang memiliki kerentanan dan menghitung nilai kerusakan dan kerugian dari bencana banjir yang terjadi. Metode penelitian yang digunakan dalam penelitian ini adalah deskripif kuantitatif dan mengukur kerusakan dari penilaian Bappenas dengan metode ECLAC (Economic Commission for Latin America and the Caribbean). Sebagai nilai Tingkat kerentanan fisik wilayah banjir menggunakan 3 parameter yaitu nilai rumah, nilai sarana umum yang terdiri dari Pendidikan, peribadatan, dan kantor pemerintah, dan nilai sarana kritis yakni kesehatan. Hasil penelitian ini menunjukkan nilai kerentanan fisik berdasarkan parameter nilai rumah dengan bobot 40% mendapatkan skor kerentanan 0,4. Parameter nilai sarana umum juga memiliki skor kerentanan yakni 0,3 dengan bobot 30%. Berbeda dengan nilai sarana kritis yang tidak memiliki skor atau 0 karena sarana kritis yakni puskesmas tidak berada pada wilayah banjir akibat luapan Ci Liwung. Dari hasil tersebut menunjukkan Kerentanan Fisik Wilayah Banjir di Kelurahan Bukit Duri memiliki nilai 0,7 yang berada pada kategori sedang. ***** This research aims to determine the level of physical vulnerability in flood areas due to the overflow of the Ciliwung River in Bukit Duri Village by mapping areas that are vulnerable and calculating the value of damage and losses from the flood disaster that occurred. The research method used in this research is quantitative descriptive and measures damage from the Bappenas assessment using the ECLAC method (Economic Commission for Latin America and the Caribbean). As a value for the level of physical vulnerability of the flood area, 3 parameters are used, namely the value of houses, the value of public facilities consisting of education, worship and government offices, and the value of critical facilities, namely health. The results of this research show that the physical vulnerability value based on the house value parameter with a weight of 40% gets a vulnerability score of 0.4. The public facilities value parameter also has a vulnerability score of 0.3 with a weight of 30%. This is different from the critical facilities value which has no score or 0 because the critical facilities, namely the community health center, are not located in the flood area due to the Ci Liwung overflow. These results show that the Physical Vulnerability of the Flood Area in Bukit Duri Village has a value of 0.7 which is in the medium category.
