Abstract

Skripsi ini membahas sejarah dan dampak naturalisasi pemain sepak bola bagi Tim Nasional Indonesia dalam kurun waktu 2010–2015. Penelitian ini diawali pada tahun 2010 karena merupakan awal dari pelaksanaan kebijakan naturalisasi yang lebih signifikan dengan hadirnya sebelas pemain naturalisasi. Penelitian ini diakhiri pada tahun 2015 saat PSSI mendapat sanksi dari FIFA yang menandai periode evaluasi terhadap berbagai kebijakan, termasuk naturalisasi. Penelitian ini bertujuan untuk menjelaskan alasan PSSI melakukan naturalisasi dan mengungkapkan dampaknya terhadap prestasi sepak bola Indonesia. Metode yang digunakan adalah metode penelitian sejarah, yakni pemilihan topik, heuristik, verifikasi, interpretasi, dan historiografi. Hasil penelitian ini menunjukkan bahwa naturalisasi dilakukan sebagai strategi untuk meningkatkan kualitas tim nasional dengan merekrut pemain asing dan keturunan Indonesia yang memiliki pengalaman bermain di liga nasional, regional, dan internasional. Pada level nasional, keberadaan pemain naturalisasi berhasil memberikan harapan dan mempengaruhi persepsi publik tentang potensi tim nasional. Di tingkat regional, Timnas Indonesia dengan pemain naturalisasi berhasil meraih prestasi dengan pencapaian berhasil melaju ke babak final Piala AFF 2010 meskipun belum berhasil juara. Pada tingkatan internasional, naturalisasi belum berhasil memberikan capaian positif yang terlihat dari merosotnya peringkat FIFA yakni dari 127 ke 179. ***** This thesis discusses the history and impact of naturalization of football players for the Indonesian National Team in the period 2010–2015. This research began in 2010 because it was the beginning of the implementation of a more significant naturalization policy with the presence of eleven naturalized players. This research ended in 2015 when PSSI received sanctions from FIFA which marked the evaluation period for various policies, including naturalization. This study aims to explain the reasons for PSSI to carry out naturalization and reveal its impact on Indonesian football achievements. The method used is the historical research method, namely topic selection, heuristics, verification, interpretation, and historiography. The results of this study indicate that naturalization is carried out as a strategy to improve the quality of the national team by recruiting foreign players and players of Indonesian descent who have experience playing in national, regional, and international leagues. At the national level, the presence of naturalized players has succeeded in providing hope and influencing public perception about the potential of the national team. At the regional level, the Indonesian National Team with naturalized players has succeeded in achieving achievements by advancing to the final round of the 2010 AFF Cup even though it has not won. At the international level, naturalization has not succeeded in providing positive achievements as seen from the decline in the FIFA ranking from 127 to 179.
