Abstract
Pencapaian Kinerja Organisasi bagi pimpinan merupakan seni kepemimpinan dan strategi yang bergantung dari kapabilitas, intuisi, kreativitas dan pengalaman dalam mengoptimalkan sumber daya manusia dan sarana yang tersedia, sehingga dibutuhkan faktor pemicu dan penguat melalui agar tercapai kinerja organisasi yang efektif dan keberlanjutannya. Kementerian Pemuda dan Olahraga-RI memperoleh capaian kinerja terbaik organisasi justru saat terjadi dalam kondisi wabah pandemi Covid-19. Fenomena itulah yang menjadi perhatian Peneliti untuk menganalisis faktor-faktor penyebab terjadinya keberhasilan organisasi tersebut. Oleh karena itu, penelitian dilakukan untuk menguji pengaruh kepemimpinan transformasional, melalui moderasi adaptasi teknologi dan mediasi budaya organisasi akan berpengaruh secara positif dan signifikan terhadap kinerja organisasi pemerintah. Hal tersebut juga merupakan kebaruan (novelty) karena jarang dilakukan pada organisasi pemerintah berdasarkan penelitian sebelumnya. Penelitian ini menggunakan pendekatan metode kuantitatif dengan teknik purposive sampling terhadap sampel sebanyak 200 pegawai Kemenpora dengan kriteria pejabat atau pegawai yang terlibat dalam kinerja organisasi dan diuji melalui metode pengujian SEM-PLS dengan menggunakan aplikasi smartPLS 4.0. Berdasarkan hasil penelitian, bahwa variable dependen yakni peran budaya organisasi, dan adaptasi teknologi berpengaruh langsung secara positif dan signifikan terhadap kinerja organisasi, termasuk peran mediasi budaya organisasi atas peran kepemimpinan trasnformasional terhadap kinerja organisasi. Sedangkan peran kepemimpinan transformasional berpengaruh tidak langsung namun positif dan tidak signifikan terhadap kinerja organisasi, dan peran adaptasi teknologi tidak mampu memoderasi atau negatif atas peran budaya organisasi untuk meningkatkan kinerja organisasi pemerintah. Organizational Performance Achievement for leaders is the art of leadership and strategy that depends on capability, intuition, creativity and experience in optimizing human resources and available facilities, so that trigger and strengthening factors are needed through to achieve effective organizational performance and sustainability. The Ministry of Youth and Sports-RI achieved the best performance of the organization precisely when it occurred during the Covid-19 pandemic outbreak. This phenomenon is what the researcher is concerned about to analyze the factors that cause the success of the organization. Therefore, research was conducted to examine the influence of transformational leadership, through the moderation of technological adaptation and the mediation of Mitrovic et.al organizational culture. will have a positive and significant effect on the performance of government organizations. It is also a novelty because it is rarely done in government organizations based on previous research. This study uses a quantitative method approach with a purposive sampling technique on a sample of 200 employees of the Ministry of Youth and Sports with the criteria of officials or employees involved in organizational performance and tested through the SEM-PLS testing method using the smartPLS 4.0 application. Based on the results of the study, the dependent variable is the role of organizational culture, and technology adaptation has a direct positive and significant effect on organizational performance, including the role of organizational culture mediation over the role of traditional leadership on organizational performance. Meanwhile, the transformational leadership role has no direct but positive and insignificant effect on organizational performance, and the role of technology adaptation is not able to moderate or negatively influence the role of organizational culture to improve the performance of government organizations.
